Under minimal supervision performs work of average difficulty in the operation of a solid waste facility; and in the operation, maintenance and repair of county transfer station facilities, and other work as assigned; cash handling to include receiving, counting, and securing cash according to department policy; this position has department specific responsibility; employees in safety-sensitive positions are subject to DOT alcohol/drug testing on a random basis or for reasonable suspicion. Nature of Work (Illustrative Only) Assists in the operation and maintenance of all solid waste transfer sites in Yuma County; meets and greets customers upon entrance at sites; inspects loads to make ensure loads meet size and acceptance requirements; ensures customer compliance with solid waste disposal rules and regulations. Informs and responds to customers regarding the rules and regulations of department facilities, and methods and locations of disposal available for various types of materials; may refuse entry to persons not conforming to regulations; answers in person or over the phone inquiries giving general information such as operating hours, site locations and directions to site locations; directs and assists all customers in placement of permitted loads; assists in educating the public for sorting of materials prior to disposal for recycling and time saving purposes; operates and maintains the Waste Tire Collection facility; calculates appropriate waste tire disposal fees; collects fees by cash or check; issues receipts and records the amount and type of tires received for each transaction; responsible for maintaining and handling cash box, balancing and accounting for cash and various records for transactions; keeps and maintains manifests on all waste tires received; keeps and maintains records on all equipment; maintains records on all appliances received; maintains customer usage records, such as vehicle counts and survey cards; operates various types of equipment such as a Green Waste Grinder, air curtain burner, loader, excavator, backhoe and compactor; keeps sites clean and orderly; opens and closes facilities daily, may be required to clear site of patrons and secure the area at the end of the day and/or during emergencies; directs customers where they may take their load if it is unacceptable to Yuma County; performs maintenance at various facilities that include sweeping, shoveling, repair of fences, railings and signs, grounds and building maintenance and repair, collection of bulky items, and weed removal; regular and reliable attendance is required; performs other duties as assigned. Experience and Education High School diploma or GED equivalent; six (6) months experience in heavy equipment operation, maintenance and recordkeeping to include two (2) months experience in landfill/transfer site operation, identifying types of hazardous/non-hazardous waste, recycling experience practices and procedures, recordkeeping and billing; must possess and maintain a valid Arizona driver’s license. Special Requirements: OSHA training in relation to landfill/transfer site operations and first aid/ CPR certification within three (3) months of hire; requires successful completion of a background check. Knowledge, Skills and Abilities Knowledge of: County policies and procedures; operational procedures of Solid Waste transfer stations; operational procedures for waste tire collection facility, including differing types of tires being disposed of for billing purposes; occupational hazards and necessary safety precautions; hazardous and non-hazardous waste permitted for disposal; differences in types of materials accepted for recycling; types of materials that may be processed in the green waste grinder; operational and maintenance procedures for green waste grinder, loader, excavator and backhoe; community solid waste programs and benefits; governing policies for the waste tire facilities; cash handling policies and procedures. Skill in: Identifying materials not accepted at transfer site, i.e., liquids, hazardous waste, commercial waste, etc; communicating effectively verbally and in writing with the public, other County departments and other municipalities; routine daily maintenance of equipment; safe and proper operation of tire mount/dismount equipment (waste tire site); maintaining records and reports; following written and verbal instructions; skill in use of calculator. Ability to: Operate wheeled motorized maintenance equipment; operate stationery motorized brush chipping equipment involving complexed maneuvering and adjusting of levers and devices; operate machinery, which requires a high degree of coordination and manipulation; calculate figures and amounts using fractions, decimals, and percentages; apply good judgement and understanding to carry out instructions provided in written, oral, or diagram form or from vague sources and references; understand and interpret documents such as safety rules, warning signs, operating and maintenance instructions, and procedure manuals; detect unsafe or hazardous conditions of equipment and work environment; work in varying extreme weather conditions; be exposed to exhaust and chemical fumes, oil, grease, and hazardous materials; lift 25-50 pounds; establish and maintain effective working relationships with co-workers; perform the essential functions of the job specifications with or without a reasonable accommodation. Work Environment. The usual and customary methods of performing the job’s functions require the following physical demands: lifting, carrying, pushing, and/or pulling; stooping, kneeling, crouching, and/or crawling. Generally the job requires 30% bending, 20% walking, 20% stooping and 30% standing. The job is performed under varying extreme weather conditions and exposed to exhaust and chemical fumes, oil and hazardous materials.
