The Division of Administration/ Office of Technology Services has a vacancy. This position is located in Applications and Data Management Section. Req 220039 The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The incumbent is responsible for supporting the Financial (FI) modules of the State’s ERP system (La. Gov) which runs on the SAP R/3 software. This is a professional journeyman level position on the Financial team in the Application and Data Management Section of OTS. The incumbent is a business analyst on the FI team and must possess knowledge of the capabilities of the multiple functions of the ERP as well as specific knowledge of Grant Management, Accounts Receivable, Sales and Distribution, General Ledger modules and Federal Billing practices. Additionally, the incumbent must have general knowledge of all other FI modules and must have the ability to relate this knowledge across the multiple components of the ERP System. Supervision is received by a general review from an IT Statewide Analyst or higher level authority. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: - Overseeing the state’s capital construction program - Working to provide state and federal grants for community development - Development of the state budget - Providing technology services - Giving agencies guidance in the state purchasing and contracting process as they seek goods and services - Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Two years of experience in information technology; OR - Six years of full-time work experience in any field; OR - An associate’s degree in information technology; ORA bachelor’s degree. EXPERIENCE SUBSTITUTION:Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. NOTE:A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:Serves as an ERP FI business analyst which includes support activities such as: system assurance tasks, answering questions, providing assistance, and making recommendations to solve moderately complex system and user related issues and problems; referring users to other groups as needed for training, system security issues, database assistance, communication problems, etc. Works with OTS and vendor staff concerning application designs, problems, and issues. Prepares estimates and schedules for assigned tasks and provides input into the development of work plans for projects; ensures successful completion with little supervision. Assists in analyzing requests for changes to ensure compliance with state policies and practices and to ascertain impact to ERP application and users. Based on results of the evaluations or input from ERP users and other entities, such as Division of Administration (DOA) control agencies, develops business specifications for change requests and assists in the setting of priorities for the changes. Assists in analyzing and testing new releases (which includes the primary application and complementary software, applications, tools and utilities) and changes This includes such things as: developing test plans, conducting and documenting tests, and evaluating and recording the results to insure new release functions properly. Prepares for the implementation of new releases and changes by revising documentation, online help and training materials; preparing user notifications; or assisting with the establishment of production schedules and monitoring tasks. Develops and maintains user and project documentation for current application as well as any new release or enhancement. This includes such items as: online help, user manuals and quick reference guides, test documentation, and training documentation. Develops training materials (e.g. classroom materials, memos, articles, help scripts) for new users as well as continuing education programs for more experienced ERP users. This also includes working with the IT Statewide Manager, IT Statewide Analysts, and Associate Analysts in analyzing training needs, conducting or assisting in classes and workshops and evaluating training effectiveness. Assists in planning and coordinating group meetings. This involves discussions concerning new releases, potential change requests, problems with the applications, and establishing priorities for system changes. Assists in preparing and giving presentations. This includes agency seminars, workshops and application demonstrations to staff with various levels of expertise. Performs all other tasks, special projects, analysis, studies, and plans as directed. This can include working with agencies to develop special reports; performing special tasks required by the Commissioner, Deputy Undersecretary, and other DOA Deputy and Assistant Commissioners (e.g. - assisting in the preparation for system and performance audits, creation of special reports, working with the DOA/ ERP Control Agencies to provide support); assisting in the evaluation of the impact of changes to other systems and the agencies; and working on the development and installation of new ERP applications or releases.
