This is an independent professional position, which requires knowledge and experience in the various Community Environmental Health programs in order to perform inspections as required within the appropriate Florida Statute, (FS) and Florida Administrative Code, (FAC). Travel may be required. Serves as the program coordinator and primary inspector for the mobile home/recreational vehicle parks, residential group care, and migrant labor camp programs in Escambia County in accordance with Chapter 64 E, F. A. C. Responsibilities include routine inspections, preliminary site inspections, plan reviews, complaint investigations, and preparation of documentation for potential legal proceedings. When necessary, initiate legal action to ensure compliance with applicable laws and regulations. Acts as liaison with relevant state agencies and provides technical assistance to owners and operators of regulated facilities. In addition to these duties, this position also participates as a member of the department’s food hygiene inspection team, performing inspection and compliance activities consistent with those conducted in other environmental health programs. Back up Rabies Control Program investigator. Information custodian: Assures compliance with current DOH security policies by fulfilling the Information custodian responsibilities described in Security Policy 3, areas of responsibilities. Ensures that data set(s) under incumbent’s responsibility are available to those who need to know, protects the integrity of assigned data set(s) and assists the Security Coordinator as needed to comply with policies and procedures. Performs other duties as assigned by their supervisor. Performs other related work as required. Participate in all mandatory department training. Required to submit daily EAR’s and completed inspection reports, maintain state vehicle truck log, and require maintenance on state vehicle. Other job-related requirements for this position: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. The incumbent in this position may be required to use vehicles owned, leased, or operated by the state or county to conduct official state business. State or county vehicles shall be used only for officially authorized duties and not for personal use, unless a specific exception applies under Florida law (F. S. § 287.17). May be required to use a personal vehicle for work-related duties. Required Knowledge, skills, and abilities, including utilization of equipment for the position: Knowledge: Knowledge of basic microbiology. Knowledge of Escambia County Ordinances, Florida Statutes, and Florida Administrative Codes as they apply to Community Environmental Health and OSTDS. Knowledge of Florida Department of Health General Environmental Health programs. Knowledge in reviewing blueprints and plans Knowledge of rabies exposure complaints and investigations Skills: Skilled in Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Outlook, and Microsoft Publisher. Skilled in scientific/technical report writing and graphing of data using Microsoft Excel. Skilled in customer service Skilled in conducting environmental inspections. Skilled in time management and task prioritization Skilled in analytical thinking and problem solving Abilities: Able to interpret analytical results issued by laboratory for bacteriological testing. Able to effectively teach/instruct others in the tenets of environmental health and how it pertains to mobile home parks, residential group care, and rabies surveillance. Able to effectively work both individually and as part of a team Able to communicate effectively with scientific peers regarding general Community Environmental Health. Able to communicate effectively with the general public. Able to perform independent food and/or facility inspections as needed. Able to enforce the Escambia County Ordinances and Statutes Able to oversee multiple programs with varying deadlines Able to work effectively with several different internal and outside organizations in both the public and private sectors. Able to lift a 25-pound object and carry it 50 feet Able to work outside in extreme conditions (heat/cold) Qualifications: Minimum: Valid Driver’s License, bachelor’s in physical or Natural Sciences, the ability to lift 25 lb object and carry it 50 ft. Certifications: Food Hygiene 381.0072 certified or willing to obtain this certification within 3 months.
