Duties and Responsibilities The Program and Grants Manager Lead will provide fiscal guidance, grant management, and agreements and project support to ensure timely, accurate, and appropriate actions and expenditures of all grant funds throughout the project lifecycle, including, but not limited to, the following tasks: Fiscal Guidance and Procedures Supervise a team of Program and Grants Managers (PGMs) and oversee their day-to-day fiscal management activities providing expertise and high-level fiscal information to support compliance. Collaborate with Finance Team Lead on Mil. Tech senior leadership requests and initiatives to ensure financial integrity across Mil. Tech teams and to capture changing financial forecasts with project work under all Mil. Tech government contract mechanisms. Support meetings with customers when questions arise about financial reporting or questions about appropriate spending of federal dollars. Notify Finance Team Lead of any discrepancies or potential process changes that may need to be considered as project requirements shift. Responsible for providing relevant on-demand financial and operational project information to Mil. Tech leadership and staff for engagement with government customers and industry partners to positively represent Mil. Tech programs, capabilities, and contract vehicles. Assist with the development and implementation of new operational processes by updating Mil. Tech internal standard operating procedures (SOPs) and training modules and providing support for Mil. Tech teams to follow established SOPs. Manage staff payroll and conduct biweekly payroll audits to ensure labor distributions are allocated correctly and collaborate with MSU Human Resources to make adjustments. Prepare and review contract-specific financial invoices and other information as required documentation for monthly expenditures per Partnership Intermediary Agreements (PI - As) and other grant and contract mechanisms to the MSU Office of Sponsored Programs (OSP). Oversee training and support new staff with Chrome River and Smart. Buy procedures in alignment with MSU processes. Run related reports to ensure accuracy and timeliness of expense reporting and payment tracking. Grant Management and Agreements Support Review all expense charges ensuring proper allocation to account codes and project indexes in alignment with MSU processes as well as with all Mil. Tech government contracts and applicable Federal, State, and other requirements. Oversee purchase card processes and investigate complexities that arise with issuing cards to new employees, vetting credit limit increase requests, navigating fraud and card declines, and departmental transfers. Assist Mil. Tech Agreements Team in developing and editing new proposals, grants, project work plans, and basis of estimates (BO - Es) collaborating with the Agreements Team Lead. Project Support Collaborate across Mil. Tech and supported teams serving as a fiscal resource for program oversight and compliance questions related to procurement procedures, 2 CFR 200, and other government contracts. Assist with the development of finance processes and effective communication of requirements to continuously improve Mil. Tech program and project management. Comply at all times with the Mil. Tech Confidentiality Agreement governing non-disclosure of information encountered in the course of your duties, and the Mil. Tech Technology Control Plan governing security and work controls. Both agreements will be signed by each employee and will remain in effect for the duration of Mil. Tech. Required Qualifications – Experience, Education, Knowledge & Skills Demonstrated progressive experience in analyzing, interpreting, preparing, and monitoring financial data and complex budgets requiring a high degree of detail and accuracy. For example, generating and providing metrics, reports, and financial information with a variety of funding types while meeting critical deadlines and troubleshooting discrepancies as identified. Experience managing payroll audits and functions. Experience working with federal grant regulations under the 2 CFR 200 and reconciliation of grants from external funding sources. Demonstrated ability to interpret, apply, and communicate a variety of financial policies and procedures verbally and in writing utilizing tools such as Teams, One. Drive, Outlook, PowerPoint, Excel, Smartsheet, and Power. Bi. Demonstrated experience managing a team, organizing and prioritizing workload and deadlines and handling complex situations. Bachelor’s degree in Business Management, Accounting, Finance or related field, or an equivalent combination of education and/or experience. Preferred Qualifications – Experience, Education, Knowledge & Skills Experience working with Banner and/or Financial relational database programs, including experience with MSU grant funded payroll labor distribution processes. Familiarity with developing and editing new proposals, grants, and project work plans related to government contracts. Experience working with Montana State University and/or State of Montana Fiscal and purchasing regulations and reporting. Experience working with FAR based grant projects. The Successful Candidate Will Exhibit excellent communication skills including problem solving, conflict resolution, collaboration, and adaptability with team members, both orally and in writing. Represent Mil. Tech and MSU in a professional manner when interacting with clients, both internal and external. Work successfully within all relevant MSU purchasing, financial reporting, metric reporting, and travel regulations. Exhibit good judgement, flexibility, and innovation to respond to needs of a wide variety of clients and coworkers. Establish, develop, and maintain effective professional relationships. Effectively collaborate with Mil. Tech, MSU, government customers and industry partners to accomplish multiple operational goals. Position Special Requirements/ Additional Information This position is contingent upon continued grant funding. Successful candidate must be able to comply with the federally mandated requirements of U.S. export control laws, which may require proof that candidate is a U.S. person. Per 22 CFR §120.15, U.S. person means a person who is a lawful permanent resident as defined by 8 U.S. C. 1101(a)(20) or who is a protected individual as defined by 8 U.S. C. 1324 b(a)(3). This position may require the ability to obtain a Security Clearance, pass the Department of Homeland Security (DHS) Suitability requirements to obtain DHS security credentials, and/or meet other government-defined restrictions appropriate for work level and access. Other security-related requirements will include receiving favorable background checks by state and federal agencies pursuant to federal law and regulations. This position requires the ability to travel via all modes of transport when necessary to interact with government customers, including travel throughout the Continental United States as well as Alaska, Hawaii, U. S territories and possessions, and possibly other worldwide locations.
