The Career and Culture Division (CCD) within the Department of Human Resources (DHR) is seeking a skilled and service-oriented learning and development professional to join our team as an Educator Consultant II. This role coordinates, implements and supports continuous improvement of countywide learning programs that strengthen the capabilities of King County employees. By building a well-prepared and well-supported workforce, this position directly contributes to the County’s commitment to better government, improved service delivery, and supporting the employees who serve the community every day, and providing consultation on learning strategies to departments and partners. Reporting to the Learning and Development Manager, the Educator Consultant II is a key member of the County’s central Learning and Development (L&D) team. About the position. The Educator Consultant II serves as the backbone of the L&D team by leading key learning operations, division-level education planning, and plays a central role in ensuring employees have access to high-quality learning engagements that support effective, responsive, and community-centered public service. Key responsibilities include coordinating training logistics for instructor-led workshops, hybrid learning and e. Learning courses; managing enrollment and communications; developing and maintaining learning materials and systems; and managing relationships with external education providers. The position builds and maintains community and inter-agency partnerships that expand learning access and resources. The role develops and refines learning programs by assessing needs, identifying gaps, and recommending improvements to learning solutions. In addition, this position facilitates workshops—particularly in leadership development and equity, racial, and social justice—and supports the development of e. Learning content. The Educator Consultant II provides leadership and consultation to departments on training strategies, program implementation, and participant engagement, while maintaining consistency and quality across countywide learning efforts. Job Duties Applying equity and social justice principles is a daily responsibility and foundational expectation for all DHR employees. In this role, you will apply these principles to all aspects of your work. As an Educator Consultant II, you will:Manage end-to-end operations for countywide learning programs, including managing program planning and continuous improvement efforts, scheduling, technical setup, and preparation of materials for in-person, virtual, hybrid, e. Learning formats. Conduct organizational change efforts toward developing a workforce skilled in the capabilities needed to enact the Executive’s priorities. Obtain resources for the professional development of the County workforce, monitoring and managing the budget associated with these activities. Provide real-time technical support during live learning engagements, including managing virtual platforms, breakout rooms, polls, and troubleshooting. Oversee the full learning data lifecycle within the NEOGOV Learning Management System, including enrollment, attendance, metrics, and reporting for program evaluation, using data to identify trends, inform decision-making, and conduct program evaluation. Manage Learning & Development communications, including the newsletter, training calendar, participant updates, and the general training inbox, addressing employee questions and other requests, and deploy change management and awareness efforts for new or updated learning initiatives. Build and maintain relationships with community educational partners to expand employee learning opportunities and resources. Deliver high-impact learning engagements by facilitating in-person and virtual workshops and building e. Learning courses. Maintain organized learning materials, facilitator guides, participant resources, and program documentation with a high level of accuracy and attention to detail. Develop and monitor budgets and contracts for learning programs by tracking costs, executing procurement activities, and coordinating with team leads. Provide leadership to departments and organizational partners on learning approaches, program design, and best practices for training delivery. Contribute to a team culture where members actively support one another, share responsibilities, and work collectively to meet deadlines and deliver high quality learning experiences. Perform other duties as assigned to support learning operations and enhance the employee learning experience. Experience, Qualifications, Knowledge, Skills Minimum Qualifications. Two years of administrative, operational, or program support experience, including coordinating events or projects, managing communications, or maintaining records and data. AND - One year of experience leading or assisting with the facilitation of workshops, meetings, trainings, or group learning sessions. OR any equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities. Other Qualifications. Experience managing program evaluation, including data analysis and reporting findings. Experience managing program communications, including shared inboxes and participant updates, with timely and professional responses. Excellent verbal and written communication, interpersonal, collaboration, and presentation skills, including the effective use of visuals and graphics. Ability to assess training needs, recommend solutions, and contribute to strategic planning for learning programs. Ability to coordinate multiple activities and manage program logistics from planning through delivery with strong attention to detail. Strong organizational, documentation, and quality control skills, including maintaining materials, tracking participation, and ensuring data accuracy. Ability to build partnerships and collaborate with internal and external partners to advance learning goals. Ability to present to groups of varying sizes and facilitate inclusive, accessible learning experiences. Experience supporting virtual and in-person learning environments, including managing participants and session logistics using Microsoft Teams, Zoom, or other instructional platforms. Experience using survey tools (e.g., SurveyMonkey, Qualtrics) to collect and organize feedback and evaluation data. Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint) and Microsoft Teams. Demonstrated understanding of equity, racial, and social justice principles and the ability to integrate these values into learning environments and professional interactions. Ability to successfully engage and work effectively with diverse employee groups:with varying perspectives and backgrounds at all levels of understanding at all levels of the organization. Desirable Qualifications. Experience managing courses, enrollment, and completion tracking in a Learning Management System (LMS). Familiarity with e. Learning authoring tools such as Articulate 360. Experience compiling participation data, survey results, or program metrics, and familiarity with data visualization or reporting tools such as Power BI. Experience facilitating change management, strategic planning, or organizational development efforts. Work Schedule. This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.- 5:00 p.m., Monday through Friday. This position is represented by Teamsters Local 117 Professional and Technical and is classified as an Educator Consultant II, classification code: 2251200. Teleworking Requirement. This position works a hybrid schedule of remote and onsite work, requiring work in the office at least three days a week. Hybrid work schedules are subject to change based upon operational necessity. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
