What you will be doing:The position is part of a three-person team which provides fiscal oversight of over 55 grants awarded to universities, state agencies, non-profits and State of Alaska school district. This position administers grants that are multi-year, complex and cross both federal and state fiscal year. The incumbent provides appropriate fiscal management using the state accounting system (IRIS) and the departments Grants Management System (GMS). Grant administration includes working with grantees verbally and in writing, reviewing budgets, processing payment requests, providing interpretation of regulations and policy, and monitoring all assigned grants from multiple funding sources. Analytical Thinking/ Problem Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Minimum Qualifications. Successful completion of a formal training plan as a Grants Administrator 1 with the State of Alaska. OR - Any combination of education and/or experience that provides the applicant with competencies in Accounting: Knowledge of traditional accounting practices including accrual, obligations, and costs methods. Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Grants Management: Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements. Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions. Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Equivalent to those typically gained by:Any combination of preparatory post-secondary education and/or experience in accounting, grants administration, budget administration, procurement, professional services contracts and/or providing administrative support to a business or organization. Special Note:“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job. “Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.
