Job Title: Juvenile Rehabilitation Counselor 2 (JRC 2)Location: Ellensburg, WA - Closes: Monday, May 11, 2026 Salary: $60,132 - $80,820 Yearly. The salary does not include an additional on-site 24/7 facility 5% premium. The Department of Children, Youth, and Families (DCYF) is accepting applications for a Juvenile Rehabilitation Counselor 2 (JRC 2) at Parke Creek Community Facility to support treatment and reentry planning and community-based programs by transporting and monitoring youth compliance with supervision plans and interacts when necessary with families, schools, employers, treatment providers, etc. to support successful transition/reentry at the community facility and in community settings. The Opportunity:As a Juvenile Rehabilitation Counselor 2, you will provide comprehensive case management, counseling, transition and reentry planning, and community accountability. You will manage an active caseload working directly with youth and their families in both structured facility settings and the broader community. This position facilitates treatment groups, develops community resources, and supports youth in generalizing skills learned in the facility to real-world environments such as schools and worksites. Some of what you'll do: Provide supervision and cognitive behavioral treatment to youth with complex disorders and service needs, including chemical dependency, mental health conditions, cognitive impairment, and sexual offending histories in a minimum security environment. Assess behavior, prioritize treatment targets, develop individualized treatment plans, and implement interventions based on JR-approved cognitive and behavioral treatment principles. Conduct interviews and administer assessments to determine risk, required level of care, and referral needs for community services. Facilitate JR core cognitive behavioral skills curriculum and other approved treatment groups; support skill generalization in real-life scenarios in the facility and community. Communicate and collaborate with community stakeholders including schools, employers, law enforcement, tribes, and treatment providers to support successful transition and reentry. Meet reporting, notification, and case management documentation requirements including community supervision plans as identified in JR policies and related statutes. Model, coach, and reinforce pro-social adaptive behavior; convey warmth, optimism, and humor in interactions with youth, families, and colleagues. Perform routine security duties including youth wellness checks, room searches for contraband, and monitoring resident movement to and from school, medical, work, and recreational activities. Transport youth to community appointments; supervise meals and facility chores to meet health and hygiene standards. Work in collaboration with regional reentry and parole staff to support youth transitions in accordance with Community Support for All Youth (CSAY) programs. Required qualifications:A Bachelor’s degree, AND one year of experience working with at-risk or justice system-involved youth as a case manager, counselor, probation or parole officer, or in a social service capacity planning, directing, supervising, or facilitating interventions with at-risk or juvenile system youth or a related field. OR - One year as a Juvenile Rehabilitation Counselor Assist (JRCA) or Juvenile Rehabilitation Counselor 1 (JRC 1). OR - Equivalent combination of education and experience totaling five years. AND - The ability to take action to learn and grow. The ability to take action to meet the needs of others. Note: A Master's degree in Psychology, Sociology, Social Work, Social Sciences, or an allied field will substitute for the one year of experience. A degree in Social Work must be from a program accredited by the Council on Social Work Education. In addition to those required qualifications, our ideal applicant will also have some or all of the following:Previously demonstrated experience or understanding of:Experience providing direct care to youth in a community environment. Experience monitoring and managing youth in a non-secure residential setting. Understanding of adolescent development and juvenile rehabilitation practices and principles. Experience providing cognitive and behavioral therapeutic interventions. Ability to develop and maintain stakeholder relationships that support successful youth reentry. Competency in relating to clients from diverse backgrounds and cultural groups. Knowledge of group behavior, societal trends, and influences related to juvenile delinquency. Ability to use JR-approved de-escalation techniques with verbally and physically aggressive youth. How do I apply?
