This position is responsible for assisting in the development of design policies, acting as a staff specialist, designing, and developing of roadway, bridge, traffic, and infrastructure maintenance plans. Responsibilities may include: supervising employees, planning project deliverables, preparing department budgets, reviewing, and managing consultant designs, and providing and/or reviewing engineering studies and calculations.
Summary of Job Duties
Manages the development, design, construction, and/or oversight of large, complex capital improvement projects to ensure adherence with applicable specifications and standards; reviews a variety of engineering plans and drawings; coordinates consultant contracts for projects. Coordinates activities with other agencies. Leads and participates in the preparation and review a variety of technical reports, studies, and drawings. Provides project reviews for other departments; presents related information at a variety of meetings and public hearings. Leads in the administration of the selection process for outside consultants, which includes preparing requests for proposal; evaluating proposals; negotiating contracts; recommending proposal awards; drafting and negotiating service agreements; and performing other related duties. Meets with citizens, responds to a variety of inquiries and requests related to projects; investigates and addresses citizen complaints and concerns relating to roads, bridges, and traffic; provides technical information on projects. Reviews potential capital improvement project recommendations, project descriptions, project costs, and potential funding sources; submits final recommendations to senior management. Assists in preparing department policies, department budgets, and annual capital improvement budgets. Supervises employees to prioritize and assign work; conducts performance evaluations; ensures staff is trained; assists with hiring, termination, and disciplinary recommendations.
Minimum Qualifications and Requirements
Bachelor's degree in Civil Engineering from an accredited college; 8 years of civil engineering related experience. Incumbents in this class typically require: - Registered Professional Engineer; - May require Level 1 and 2 Bridge Inspection certified by ODOT/ NHI; - May require Professional Traffic Operations Engineer Certification.
