The Health and Human Services Agency (HHSA)is currently recruiting for the classified management position of. CHIEF, AGENCY OPERATIONS - Public Health Services. June 2026 – 4.49% increase to base pay (3% Across-the-Board 1.49% Market Adjustment) June 2027 – 4.49% increase to base pay (3% Across-the- Board 1.49% Market Adjustment) Chief, Agency Operations is a professional management-level classification that plans, organizes, directs and coordinates administrative, operational, and program activities for a division or large program within the Health and Human Services Agency (HHSA). The position is responsible for directing and coordinating administrative and operational activities for the fiscal, grants, and contracts, billing, legislative, and facilities units in Public Health Services. The following functions are essential to this position:Plan, direct, and oversee day-to-day operational activities of Public Health Services. Supervise, train, motivate, coach, counsel, and evaluate employee performance. Oversee budget forecasting, analysis, and monitoring to ensure cost-efficient operations. Monitor departmental budgets for compliance with fiscal requirements. Oversee contract procurement and administration activities. Oversee department wide grants, including application development, compliance monitoring, performance reporting, and alignment of program activities with funding requirements. Direct the monitoring, analysis, and interpretation of legislation, regulations, and policy changes impacting public health programs and operations. Oversee billing processes for public health services ensuring accurate documentation, coding, and reimbursement in accordance with applicable regulations. Job Offer and Background Process begins June 15, 2026. Note: Current County employees may be excluded from additional background screening. Pre-employment Medical Screening: Approximately 3 days following successful background investigation results. Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date. A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency AND five (5) years of experience managing health and human services which must have included planning and directing administrative and operational activities, conducting program evaluations, and implementing health and human services programs, two (2) years of which must have been in a management or supervisory capacity, OR,Nine (9) years of experience managing health and human services which must have included planning and directing administrative and operational activities, conducting program evaluations, and implementing health and human services programs, two (2) years of which must have been in a management or supervisory capacity, OR,Nine (9) years of any combination of college level education and health and human services experience as stated above. Note: Education and work experience may be substituted on a year-for-year basis. In order for education to substitute for work experience as indicated above, college level coursework must demonstrate progress toward a degree. The possession of a master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency can substitute for up to one (1) year of the experience requirement stated above. Two years must have been in a management or supervisory capacity. The Department of Human Resources will remove personally identifiable information from all new recruitments. Qualified applicants will be placed on a six (6) month employment list based on scores received during the evaluation of information contained on their employment application and supplemental questionnaire.
