Manages, assigns, monitors and evaluates the daily operations of the Housing, Nuisance & Zoning Enforcement Division within the Building Services Department. Essential Duties & Responsibilities
Job Duties and Responsibilities. Administer and enforce codes and ordinances related to Housing & Property Maintenance and assist with Zoning Code interpretation. Manage Code Enforcement operations, including staff supervision, performance evaluations, and development of policies, procedures, and standard operating guidelines. Oversee case management and compliance processes, including complaint intake, inspections, violation notices, municipal infraction submissions, and court coordination. Direct rental housing programs, including landlord licensing, training, fee structures, and related compliance activities. Review and approve actions on unsafe, vacant, or neglected properties, including placarding and securing. Collaborate on budget development, contract management, and technology improvements for tracking and reporting. Develop and maintain accreditation standards, educational materials, and public communication for Code Enforcement programs. Advise on policy updates and local code amendments to align with best practices and regulatory requirements. Perform related duties as required.
Qualifications
Required Education and Experience. Bachelor’s degree from an accredited college or university in Building Trades, Code Enforcement, Management Training, or a related field, and three (3) to five (5) years of experience in building trades, code enforcement, or management training: or. An equivalent combination of education and experience, where one (1) year of relevant experience may substitute for one (1) year of required education. An equivalent combination of education and/or experience. Excellent written, verbal and interpersonal communication skills. Proficiency with Microsoft Office. Ability to work collaboratively with a diverse population. Required Licenses or Certifications. Property Maintenance & Housing Inspector or ability to obtain within 1 year of appointment. Desired Qualifications. Residential Building, Electrical, Mechanical, Plumbing, Zoning Inspector. Certified Building Official. Master Code Enforcement Professional
