Provides recommendations for Requests for Information (RFI) and the bid process. Prepares and reviews responses to RFIs, conducts pre-bid meetings to determine bid request specifications and recommends contractor selection. Schedules and performs onsite inspections of Capital Improvement Program and Street Improvement Program projects. Ensures projects comply with Town regulations and contract specifications. Completes daily inspection reports summarizing findings and activities. Coordinates and communicates orally and in writing with developers, contractors and project engineers regarding inspections findings and project progress. Serves as liaison between Town and contractors to address areas of concern, recommend solutions and ensure resolution. Determines when a Field Order is required and approves minor field changes that won't adversely affect the overall project design, structure, timeframe or easement/right-of-way. Develops Change Order documents and make recommendations in accordance with contract and Town policies for the approval of additional scope or unforeseen field conditions. Conducts pre-construction meetings and attends weekly progress meetings as assigned. Reviews construction plans, bid documents, cost estimates and contracts. Oversee material testing, may perform sampling and testing which may include water quality sampling and testing and sanitary/water line pressure testing. Facilitate project closeout documents and conveyance and acceptance process. Tracks project surety/bonds and contractor/developer performance. Ensures contract specifications are followed. Processes and approves contractor pay requests. Develops project estimates to support establishing program and project budgets. Preforms field reconnaissance to develop project quantities for bidding. Approves and recommends material submittals and project schedules. This position is part of the Town's snow removal program. Will have scheduled on-call responsibilities through the winter months to remove snow using a 4-wheel drive pickup and/or heavy equipment. Snow removal shifts are 12 hours. Performs other duties as assigned or required. CUSTOMER SERVICE/ COMMUNICATION: Coordinates and communicates orally and in writing with developers, contractors and project engineers regarding inspections findings and project progress. Serves as liaison between Town and contractors to address areas of concern, recommend solutions and ensure resolution. Coordinates with other Town departments regarding plan review, permitting and utilities service. Communicates with citizens, homeowners and homeowners associations regarding construction that may impact them. Answers questions and responds to complaints. DECISION MAKING: Determines if projects are in compliance with Town regulations and contract specifications. Establishes size and location of repair scope based off of bid schedule, quantities, and project budget. Minimum Qualifications: An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered. Education: High School diploma or GED equivalent Experience: Five (5) years closely related roadway construction experience; or an equivalent combination of education, training, and experience. Licenses and/or Certifications Required: Valid Colorado Driver's License Knowledge, Skills, and Abilities: Knowledge of construction standards. Ability to interpret Town specifications and regulations and determine if projects are in compliance. Ability to communicate potentially controversial findings with developers, engineers and contractors. Working knowledge of Microsoft Word, Excel and Outlook. Ability to read plans, drawings and designs. Ability to physically access construction sites in all weather conditions for performance of inspections. Ability to physically maneuver manhole ring and covers.
