The City of Portland is seeking a strategic, collaborative, and forward-thinking Chief of Staff to support the Community & Economic Development Service Area (CEDSA). This position provides essential policy leadership, operational oversight, and executive advisory support to the Deputy City Administrator (DCA). This role is central to advancing Council, Mayoral, and bureau priorities across economic development, housing, community investment, and related service area initiatives. The Chief of Staff oversees four full-time staff and plays a key role in aligning resources, improving organizational performance, and strengthening partnerships across bureaus, community organizations, businesses, and governmental entities. Responsibilities Operational Oversight. Supervise DCA Office Staff. Improve internal processes, communication, and collaboration within the service area. Assist with service area performance management and program evaluation. Support organizational change initiatives and coordination. Strategic Leadership & Policy Development. Advise the DCA on policy initiatives, strategic planning, and major development priorities. Support development and implementation of service area-wide strategic plans and economic development initiatives. Analyze policy proposals and provide recommendations to executive leadership - DCA. Monitor emerging trends in economic development, housing, infrastructure, and community investment. Budget & Financial Management. Support development, oversight, and management of the service area annual operating and capital budgets. Monitor departmental spending and revenue to ensure alignment with strategic priorities and fiscal policies. Coordinate budget planning, forecasting, and reporting processes. Work with finance and program leadership to track funding sources including grants, federal and state funding, and public-private investments. Prepare financial briefings and budget presentations for executive leadership and elected officials. Ensure compliance with financial regulations, grant requirements, and reporting standards. Identify opportunities for new funding sources, grants, and partnerships to support community and economic development initiatives. Communications & Reporting. Develop briefing materials, talking points, and reports for executive leadership. Coordinate responses to requests from elected officials and executive offices. Support transparency and accountability through performance and financial reporting. Review plans and reports, supervise communications content, press releases, etc. Executive Coordination. Serve as a central coordination point between the DCA, senior leadership, and program divisions. Prepare executive briefings, reports, and presentations for leadership, elected officials, and stakeholders. Ensure timely follow-up and implementation of executive decisions. Project & Initiative Management. Lead or coordinate high-priority initiatives across multiple bureaus and service areas. Track performance metrics and progress on strategic initiatives and economic development projects. Identify and address operational challenges to ensure effective implementation. Ideal Candidate Profile: The successful candidate will demonstrate strong leadership, strategic thinking, and the ability to navigate complex organizational environments. They will bring experience in policy development, public administration, economic or community development, budget management, and cross-functional coordination. Passed probationary period. Or. Hold limited duration status in this classification. The following are the knowledge, skills and abilities that the bureau has identified as critical and your resume should include/highlight these areas. Experience leading or supervising staff, including assigning work, supporting performance, and fostering collaborative team environments. Experience developing, implementing, or advising on organizational policies, strategic plans, or operational initiatives within a government or large organizational setting. Experience with budget development, financial analysis, or fiscal oversight, including monitoring expenditures, forecasting, or managing grants and funding sources. Experience coordinating complex projects or initiatives involving multiple stakeholders, departments, or partner organizations. Ability to communicate complex policy, financial, or operational concepts clearly and effectively, both verbally and in writing, to executive leadership, elected officials, and diverse stakeholders.
