This posting is only for current internal City of Portland employees. About the Position: Utility Locators locate and mark publicly owned underground utilities such as water and sewer pipes of facilities in the areas of proposed excavations. Work is performed under general supervision and incumbents will utilize GIS and other tools to locate utilities. As a Utility Locator, you will:Document, prioritize, and respond to utility locate requests including emergency requests. Meet with contractors, inspectors, and others to determine the most effective method for locating and marking underground utilities. Provide excellent customer service while answering citizen and contractor questions by phone, email, and site meets. Utilize basic hand tools to perform work such as the opening of vaults, manholes, meter lids, and setting up traffic control. Work in and near high-traffic areas. Use different means and methods of researching and locating underground utilities such as iPads, laptops, and phones to look up GIS maps and records of connection, as well as using radio frequency locating equipment. Mark out utilities with the appropriate color of paint or flags in many different types of terrain. Although not required, the ideal candidate has the following:Experience utilizing locate equipment to locate and mark underground utilities. Please note: This position is included in a 24-hour response schedule for emergency utility locates. This position is also an essential employee and a member of the bureau's 24-hour response team and may require after-hour, evening, weekend, and holiday emergency response. The current schedule is 6:30 AM-3 PM Monday-Friday. As a person, you are:Detail orientated: Your attention to detail is helpful while reviewing technical documents and writing work orders. Able to Work Independently: You are able and comfortable working independently & are able to complete tasks efficiently. To Qualify Applicants must meet each of the following qualifications per HRAR 7.01: Hold regular status in this classification. Passed probationary period. Or Hold limited duration status in this classification. The following are the knowledge, skills and abilities that the bureau has identified as critical and your resume should include/highlight these areas. The following minimum qualifications are required for this position:Experience utilizing attention to detail while searching and obtaining information from documents such as as-built drawings, property records, GIS, construction plans and blueprints. Experience using basic computer software including the ability to learn GIS software. Experience managing timelines and ability to work independently. Experience communicating effectively verbally and in writing including the ability to write daily documentation of projects completed. Ability to build relationships and communicate effectively to diverse stakeholders Applicants must also:Possess A valid State Driver's license and acceptable driving record at time of hire. Negotiate rough terrain, lift to 60 pounds and work outdoors in all weather conditions.
