Manages Passports, Commissioners Court, Information Services personnel, and Administrative Assistant daily in seven (7) locations, ensuring timely, accurate and professional service to customers and to the Department of State. Directs offices, ensuring compliance with all statutes, rules, and court orders as well as departmental and Department of State policies. Oversees Commissioners Court minutes recordation and system. Essential Duties and Responsibilities
Manages personnel including conducting performance evaluations and employee counseling sessions and resolving personnel disputes. Works with manager to make recommendations concerning hiring, promotions, demotions, and terminations. Provides comprehensive training program for subordinates including preparing, analyzing, designing, and validating the program. Coordinates Passport Office training with the Department of State. Provides ongoing support and guidance to subordinates unable to formulate solutions to problems and unusual situations themselves. Ensures compliance with all rules and statutes by researching and reviewing new legislation. Creates and analyzes reports reflecting Passport trends, recommending fee and statute changes that will be submitted to the Commissioners Court. Recommends, develops, and implements improved operating procedures. Evaluates emerging technology to assess suitability for related applications. Works closely with Information Technology to resolve issues and develop applications to enhance results and automate procedures. Monitors monetary transactions and procedures performed by subordinates to ensure compliance with County Clerk and County Auditor policies. Formulates future goals and anticipates budget needs. Utilizing reports and statistics generated in-house and by Information Technology, analyzes problem areas and determines methods for resolution. Establishes and maintains communication with other county, state, municipal, and federal agencies to gain cooperation for mutual benefit, representing the County Clerk at conferences, seminars, and meetings. Monitors and reports to the Passports/ Admin Manager any forms, supplies, or equipment needed. Assists County Clerk, Operations Manager, and Passports/ Admin Manager with special projects, assuming the duties of the Passports/ Admin Manager in his/her absence. Acts as back-up approver for general office supply requisitions. Works as primary backup to the Commissioners Court records clerks. Reviews minutes and video for accuracy. Assists with any upgrades or changes to the Commissioners Court minutes system in concert with the agenda and video creation systems of the court. Responsible for handling annual passport office recertification process including verifying employee training certification; completing certification forms for employees, managers, and locations; and obtaining necessary signatures. Reviews TABC applications and gives final approval, following local elections regarding area wet/dry status. Facilitates updating of GIS map to reflect changes. Travels to all locations to assist and evaluate employees. Performs all other related duties involved in the operation of the business as assigned or required.
Minimum Requirements
Associate's degree or equivalent experience in lieu of degree. Four (4) full time years of office/customer service work experience and two (2) full time years of supervisory or management work experience. Ability to obtain Department of State certification of completion of passport acceptance agent training. Valid Texas driver's license, proof of automobile liability insurance, and reliable transportation is required. Experience with PC applications. Requires exceptional written and oral communication skills and interpersonal skills as well as leadership and organizational abilities. Must be bondable. Microsoft Office preferred. Two (2) years of passport experience is preferred. IMPORTANT - To be considered for this position, your application must be complete and clearly reflect the minimum qualifications.
