Collaborate and build positive relationships with all stakeholders serving as the lead connection between Special Services and School Leadership to ensure all students have access to inclusive and engaging opportunities within the district. Lead and supervise the assigned Special Services team who support campus teams, including administration, in the appropriate and required implementation of services at each campus as outlined in individual student plans (IEPs). Provide leadership and guidance to campus support teams and campus administration within the assigned network to ensure special education providers align services with identified student needs in a manner that is consistent with state and federal special education regulations. Implement a standard research-based coaching and feedback model of support to assist Special Services team with instructional/leadership development. Conduct regular campus visits and stakeholder coaching sessions to support each assigned campus with the implementation of student Individualized Educational Plans (IEPs) and programming for all special education services within their assigned network(s); develop data-driven campus support plans and provide to the Director of Campus Support for review, feedback, and implementation guidance. Attend critical Admission, Review, and Dismissal Committee meetings and provide coaching and feedback to campus administrators on opportunities for growth to include support recommendations provided by Special Services. Facilitate activities related to preparing for, or participating in, Texas Education Agency complaints, mediations, and due process hearing requests as they relate to students receiving special services within your assigned network to include mandated record requests, staffing, resolution sessions, formal mediations, and/or due process hearings. Develop, monitor, and conduct periodic internal audits of campus level special education data, records, and internal controls and make recommendations on preventive and corrective actions. Develop and maintain operating guidelines, forms, and other resources to assist staff in meeting special education compliance requirements and store in a centralized, easily accessible location. Manage, develop, and coordinate professional development to include network principals and special education staff in collaboration with the Director of Campus Support for Special Services and School Leadership Network Executive Director. Coordinate the assignment of staff to campuses based upon the needs of student needs in collaboration with the Director of Campus Support for Special Services. Monitor and coordinate communication efforts with the appropriate stakeholders to ensure timely evaluation and transportation for students receiving special education services. Coordinate and confirm student projections with budget personnel regarding the appropriate utilization of allocations and adjustments to staffing ratios for campus-based special education staff. Coordinate and monitor the work of network teams and obtain feedback for improvements from campus administration and special education staff; communicate feedback and proposed resolutions with the Director of Campus Support in a timelymanner. Develop and maintain positive, collegial working relationships with peers/co-workers, leadership personnel, campus administrators, and teachers. Ensure department compliance with TEA, state, federal and school board policies and laws. Perform all other tasks and duties as assigned. All federally funded incumbents of this position must comply with time and effort reporting requirements through personnel activity reports or periodic certification, as appropriate. Master’s Degree from an accredited university required; focus area in Special Education, Diagnostic/ Psychological Evaluation, or Public-School Administration preferred. Special Education Teaching Certificate or related services licensure required, and Principal Certification preferred. Minimum five years of successful teaching in Special Education at a public or private school setting; Campus administrator experience preferred. Broad knowledge of all disability types as well as extensive knowledge of legal requirements around Special Education in public schools. Demonstrated leadership experience. Demonstrated ability to align special education instructional standards with TEKS. Substantial experience leading cross functional teams on strategic districtwide initiatives. Demonstrated experience with large scale project management. Work with detailed information/data and maintain confidentiality. Strong record of self-starting and taking initiative. Strong oral and written communication skills. Ability to handle multiple priorities with frequent interruptions. Experience in developing, analyzing and implementing Federal, State and Local Special Education regulations, policies and procedures. Strong knowledge of a range of support services required for campuses to promote teacher effectiveness and student success. Ability to work effectively with community organizations, schools, residential facilities, governmental agencies, parents, students, and others in a pluralistic setting. Demonstrated proficient knowledge of computer operations such as Microsoft Office (Word, PowerPoint, Excel), Google Suite, and Outlook email.
