This position organizes, manages and provides direct leadership for a division within the Fleet Department for the City of Austin. Duties, Functions and Responsibilities: Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned. 1. Organizes, directs, and coordinates a division within the Fleet Services Department,.2. Coordinates facility, process and project activities within the division, between division and City departments, and with outside consultants, engineers, associations, regulatory agencies, and the general public. 3. Evaluates division programs for effectiveness and accomplishment of goals 4. Generates and analyzes data to discern patterns, discrepancies, and opportunities for process improvements .. Estimates, prepares, and monitors division budget .. Develops, reviews, revises and approves policies and procedures for division programs..7. Interprets, explains, and ensures compliance with applicable policies, procedures, ordinances and federal/state regulatory requirements .. Facilitates, conducts, attends meetings and represents the division, department and city .. Provides advice and assistance to stakeholders .0. Performs contract management duties, i.e. negotiates, approves, and monitors contracts. Responsibilities - Supervisor and/or Leadership Exercised:Performs the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal. Knowledge of Fleet management services and programs. Knowledge of Federal, State, and local laws. Knowledge of city practices, policies and procedures. Knowledge of safety practices and procedures. Knowledge of supervisory and managerial techniques and principles. Knowledge of fiscal planning and budget preparation. Knowledge of purchasing and contract monitoring practices, procedures and policies. Knowledge of inventory management practices Skill in oral and written communication. Skill in handling multiple tasks and prioritizing. Skill in using computers and related software. Skill in planning and organizing. Ability to manage projects, develop and execute project timelines, delegating tasks, and evaluating progress from start to completion of projects. Ability to resolve problems or situations that require exercising tact, diplomacy and sound judgment. Ability to work with frequent interruptions and changes in priorities. Ability to make public presentations. Minimum Qualifications:Graduation with a Bachelor’s degree from an accredited college or university with major coursework in in a relevant field of study plus six (6) years of progressively responsible experience of directing, planning and organizing in a large division with at least four (4) years of which must be in a supervisory or management capacity. Experience may substitute for the education up to the maximum of four (4) years. Licenses and Certifications Required:Requires a valid “C” Texas driver license. If required, must obtain an appropriate Commercial Driver License. PREFERRED QUALIFICATIONS:Experience managing fleet systems (e.g., Asset. Works, telematics, fuel systems) or similar operational platforms. Demonstrated leadership of technology-enabled operations supporting maintenance, logistics, or field service delivery. Experience with fueling, energy, or other mission-critical operational infrastructure. Knowledge of preventive maintenance, DVIR/inspection processes, and service center operations. Experience integrating telematics, mobile tools, and data systems into operational workflows and decision-making. Familiarity with fleet electrification, alternative fuels, and charging infrastructure. Strong analytical, problem-solving, and cross-functional coordination skills. Experience working in a municipal or large, multi-department environment. Subject Matter Expertise: Fleet operations, maintenance systems, and service center workflows.
