Is responsible for the management of County programs that provide assistance to County of El Paso residents. Plans, coordinates, and administers assigned County programs; maintains checks and balances on program budgets;Monitors the assigned project budget; approves and monitors expenditures;Prepares and presents financial and program status reports to Manager;Participates in the development of the departments strategic planning; reviews and evaluates department systems and operating procedures for compliance and achievement of established goals; assists in the development, maintenance and routine compilation and reporting of performance measures;Compiles statistical and progress reports; works directly with the County Auditor to ensure compliance with standard accounting practices;Meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedure;Participates in drafting and developing purchasing Request for Proposal (RFP), Request for Information (RFI), Request for Quote (RFQ) and other documents in preparation for the bids;Maintains contracts for the office, reviews terms and conditions, and submits contracts to the Department Head for approval;Stays abreast of new trends and innovations in the field;Maintains inventory records of divisions equipment;Maintains and updates programs and the processes necessary to access these programs;Oversees the program eligibility and ensures program expectations are met;Initiates and maintains networking contacts with various community organizations regarding program operations;Supervises department employees, and/or interns;Develops and maintains performance measures;Coordinates and maintains documentation of all program desk reviews, vendor and contractor quality and compliance audits;Attends and participates in meetings, training, and information sessions;Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and. Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills. Other Important Duties - Performs such other related duties as may be assigned. As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor. Depending on area assigned: Criminal Justice Coordination-Opioid Grant. Is responsible for the management of the County’s Comprehensive Opioid grant that proves services to individual with opioid additions;Plans, coordinates, and administers programs to assist those with opioid addictions; maintains checks and balances on program budgets;Coordinates with contracting agencies; and. Works with the Bureau of Justice Assistance (BJA) to submit reports.
Job Summary
Summary of Position. The Program Coordinator works under general direction of the Department assigned Manager and performs various program activities and project assignments. The Program Coordinator manages contract performance, contract amendments, coordination of selected grants and on occasion, present items for approval to the Commissioners Court. Additional duties include the day-to-day oversight of all program activities, program eligibility, strategic planning activities necessary to meet or implement departmental assignments, development of staff within the department assigned. As assigned, the incumbent is responsible for scheduling and overseeing the daily operations of the administrative duties within the division, including the supervision of staff.
