The City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of UTILITIES ELECTRIC OPERATIONS MANAGER (NON-CLASSIFIED) to fill one (1) vacancy in the Production & Operation Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months. The City of Riverside Public Utilities Department is seeking a highly qualified and results oriented leader to fill the position of Utilities Electric Operations Manager in the Energy Delivery Division. The Utilities Electric Operations Manager Non-Classified is a direct report to the Assistant General Manager for Energy Delivery and oversees a staff of approximately 61 employees, primarily utility operations staff tasked with responsibilities over several aspects of operating the energy delivery system including Utility Dispatch/ System Operations, SCADA, Substation Construction and Maintenance, and Substation Test Technicians. The 24 x 7 x 365 nature of this work, and the volume of work taking place on a continuous basis, requires someone with strong organizational and leadership skills. Under general direction, the Utilities Electric Operations Manager Non-Classified is to plan, coordinate, supervise and review the daily operation of the Electric System, including shifting electrical loads, switching electrical equipment and dispatching repair crews, As well as the construction, testing, maintenance and the repair of all substation electric-electronic equipment, SCADA computer system including hardware, software, system development, maintenance and repair. The incumbent is to do related work as required. For positions indicating a salary range from 1 N – 2 X, the top 15% of the pay range cannot be offered upon hire or upon an employee promotion. - This position is designated as non-classified and is exempt from the classified service. The Incumbent shall be appointed "at-will" and serve at the pleasure of the City Manager.
Work Performed
Duties may include, but are not limited to, the following: Assist in the development and implementation of goals, objectives, policies and priorities. Plan, schedule, assign and supervise central substation operations and the installation, construction, testing, maintenance and repair of electrical substation equipment. Participate in conferences with engineers, other utilities and City staff regarding projects and project problems; review project plans and drawings with crew supervisors, making change recommendations based on field observation and operation problems; inspect field projects in progress and upon completion; provide technical advice and assistance on difficult work problems; evaluate work methods and procedures used in field operations, recommending improvements. Participate in the safety program and coordinate the training of apprentices. Preparation and administration of Production and Operations Fiscal Budgets. Maintain project and general operating records and prepare reports as required. Assist in the preparation of the Capital Improvement Plan. Select, supervise, train and evaluate subordinates.
Qualifications
Education: Equivalent to completion of twelfth grade, preferably supplemented by advanced course work in technical fields applicable to the electrical power field. Experience: Five years' supervisory experience in substation construction, maintenance or operation. Highly Desired Qualifications:Bachelor's Degree from an accredited college or university in a related field. Ten years of experience working in the utility industry.
