Under the general direction of the HR Manager, this position serves as a key leader within WYDOT’s Human Resources team, providing guidance, support, and strategic direction on labor and employee relations matters across the agency. This role works closely with WYDOT leadership to develop, implement, and evaluate HR policies, programs, and services that support the agency’s operational priorities and long-term goals. This position helps lead a team of 11 HR professionals and directly supervises 5 district HR employees located throughout Wyoming, requiring strong communication, collaboration, and coordination across geographically diverse locations. As a trusted advisor to management, this role provides expertise in interpreting HR policies, labor laws, and personnel practices while developing effective solutions to complex employee relations issues. In the absence of the HR Manager, this position assumes managerial responsibility for HR operations, ensuring continuity in leadership, decision-making, and service delivery. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level. Monitor, review, and provide oversight for WYDOT disciplinary actions and the grievance process. Coordinate these actions within the Department and with the Attorney General's office. Conducts internal investigations into employee complaints under EEO, FLSA, ADA, and other areas assigned by senior management staff. Assists with disciplinary and grievance response letters, as well as a variety of employee correspondence. Provides guidance and support to the 11 members of the WYDOT HR team, as well as provides responses and support to the WYDOT Payroll team. Interpret and apply applicable state and federal laws, including EEO, FMLA, ADA, FLSA, Workers' Compensation, and Unemployment Insurance. Provides recommendations for revisions or updates to agency personnel policy and standard operating procedures. Provide agency-wide direction and guidance in the absence of the HR Manager
Qualifications
KNOWLEDGE: Knowledge of CGI and the State of Wyoming payroll processes. Knowledge of personnel and government management. Knowledge of state and federal laws. Knowledge of State Personnel Rules and agency policies and procedures. Knowledge of Microsoft Office Suite products and Google products. Knowledge of individuals or sources to contact to obtain information/assistance for problem solution. Knowledge of factors that relate to successful job performance. Knowledge of organizational structure. MINIMUM QUALIFICATIONS: Education:Bachelor's Degree (typically in Human Resources) Experience:1-3 years of progressive work experience (typically in Human Resources) OR Education & Experience Substitution:4-7 years of progressive work experience (typically in Human Resources) Certificates, Licenses, Registrations:None
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:Normal office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to walk short distances, stand, bend, carry light items, drive a vehicle, etc. Special physical demands are not required to perform the work. Occasional travel required.
