A Civilian Investigation Specialist (CIS) is responsible for providing professional, customer focused service to the public while investigating crimes that do not require the presence of a sworn Police Officer. Specific duties include: responding to non-emergency criminal incidents that are not in progress; interviewing victims, witnesses, and reporting parties to obtain information necessary to conduct a complete and thorough investigation; analyzing details of cases and producing accurate and detailed reports of crimes including, but not limited to, commercial, residential and vehicle burglaries, auto thefts, fraud, forgery, identity thefts, shoplifts, thefts, and criminal damage; gathering and processing evidence of all types; photographing evidence; fingerprinting; providing court testimony; and conducting follow-up on investigative leads or other duties deemed necessary by the division’s Civilian Investigation Specialist Supervisor. This class performs related duties as required. CIS Patrol Support Assignment: Employees assigned to the CIS Patrol Support will also be responsible for investigating traffic collisions involving: City of Mesa employees, Mesa Public School Buses, Valley Metro Buses, minimal vehicle damage, hit-and-run collisions with and without injuries, minor injury collisions, investigate life threatening collisions as well as serious injury collisions which may become life threatening, and collisions involving life flight helicopters. Other duties include: blocking traffic with their vehicles to provide scene safety but are not authorized to direct traffic; issuing accident-related citations; answering questions from attorneys, insurance companies, and private investigators, and testifying in court when subpoenaed; taking photographs of accident scenes and parties involved; and reviewing online reports submitted by citizens. Incumbents may assist with sworn investigations of fatal accidents and hit-and-run accidents. CIS Investigator Assignment: Employees assigned as CIS Investigators who work with the Criminal Investigation Unit are responsible for conducting detailed follow-up investigations and handling cases that require additional review beyond the initial report. CIS Investigators primarily manage and process online reports related to property crimes, ensuring each report is complete, accurate, and properly documented. They conduct thorough investigations by reviewing case details, analyzing available information, utilizing department databases, contacting involved parties as needed, and gathering additional information to support the case. Investigators are responsible for preparing clear, detailed, and well-documented reports that support case disposition and potential prosecution. They identify investigative leads, determine appropriate case outcomes, and ensure all actions are properly documented within the records management system. CIS Investigators work closely with detectives and other units, coordinating case handoffs and routing cases for further investigation when suspect information or actionable leads are identified. The Civilian Investigation Specialist is a civilian position that is assigned to a division within the Police Department and performs work of a quasi-police nature. Supervision is received from a CIS supervisor or a sworn supervisor. Employees in this class participate in an on-the-job training program that includes criminal law, interview techniques, investigative techniques, evidence recognition, handling and processing, photography, fingerprinting, report writing, testimony/courtroom demeanor, driving skills, and customer service. This classification requires extensive contact with the general public, which requires considerable patience, tact, and persuasion in interacting with citizens who are frequently angry, confused, injured, and/or hostile. This classification is distinguished from a Police Officer by the fact that the employee is a civilian, non-sworn member who does not carry firearms, and does not make arrests or detentions. A Civilian Investigation Specialist is required to wear a specified uniform and works rotating shift work, including evenings, weekends and holidays. This class is FLSA nonexempt. Minimum Qualifications Required. Any combination of training, education, and experience equivalent to graduation from high school or GED. Good (1 - 3 years) customer service or public–facing experience. Special Requirements. Must possess a valid Class D Arizona Driver's License by hire or promotion date. Because of the confidential, sensitive nature of information handled, successful completion of a background investigation is required. Candidates given a conditional job offer will be required to pass a psychological evaluation. Must successfully pass Terminal Operator Certification (TOC) from the Department of Public Safety within one year of employment. Substance Abuse Testing. Due to the safety and/or security sensitive nature of this classification, individuals shall be subject to pre-employment/pre-placement and random alcohol, drug and/or controlled substance testing as outlined in City policy and procedures. Preferred/ Desirable Qualifications. College coursework in criminal justice, evidence collection, report writing, photography, or related fields is preferred. Bilingual (English/ Spanish) speaking skills is desirable.
