The Commissioner of Revenue (COR) is seeking an Assistant Deputy Commissioner to oversee the day to-day operations of the Vehicle Personal Property Tax Division. This position will aid in leading a team dedicated to delivering high-quality services to residents while optimizing revenue generation and enhancing operational effectiveness. Additionally, this position assists the Deputy Commissioner in developing and implementing both long and short-range plans, as well as developing procedures, systems, and schedules to facilitate managing the workload of the Division. Specific duties include: Partnering with the Department of Management and Finance (DMF) and the Treasurer to provide assessment and revenue forecasting for setting County budget expectations as well as decisions on annual tax relief measures as provided by the Vehicle Personal Property (VPP) Tax Relief Act (Annual State subsidy application);Reviews business processes and technological processes and sets and organizes guidelines and goals to increase efficiency. Does so in partnership with the Department of Technology Services (DTS) and our vendors;Setting and executing guidelines, goals, and measures to report to stakeholders, increase efficiency, customer service, and compliance;Supervising the procurement and/or contract management processes;Assisting in the development and implementation of technical guidelines that interpret complex tax codes and are used to determine tax liabilities for businesses and individuals;Assisting in or directing the preparation of statistical and operational reports and maintaining statistical information concerning the work or status of the program;Assisting the Deputy of VPP with the Arlington County IT and Innovation Team to leverage technology and IT systems to facilitate process improvements;Maintaining liaison with County Departments, State, Federal and County officials, advising Fiscal Analysis Division of revenue flow, and exchanging ideas with taxing officials in other jurisdictions;Consulting with customers, resolving tax, legal and fiscal issues, involving investigation, research and recommendations; and meeting with taxpayers regarding escalated issues;Meeting and providing answers to tax payers' concerns regarding sensitive issues such as County policy and existing, new or planned programs. Minimum: Bachelor's degree in business administration, public administration, or related field, including some accounting courses; and. Significant responsible experience in tax work, including working with Federal, State and local government laws, planning, implementing, and evaluating work systems, and performing liaison work with government officials and citizens. Substitution: Additional education may be substituted for experience. Additional experience may be substituted for education. Desirables: Preference may be given to candidates with experience in one or more of the following:Monitoring the work of professional staff and managing process improvement work;Virginia and Arlington County tax code interpretation and application, and auditing; Monitoring and evaluating customer service processes; and/or Maintaining liaison with State, Federal and local agencies, the public, and others.
