This position reports to the State Opioid Response (SOR) Project Director. This position supports key functions under the State Opioid Response grant program, administered by the Substance Abuse and Mental Health Services Administration (SAMHSA). The position provides necessary technical assistance to providers and stakeholders, performs contract monitoring duties for programs and contracts relevant to the SOR grant, represents the BHA on different interagency and intra-agency groups and committees, and maintains a working knowledge of systems and funding that support the provision of services in this specific area. Colorado’s SOR grant supports programming across the substance misuse/abuse continuum. Grantee Spending and Compliance/ Deliverable Monitoring. Serves as a program coordinator for the State Opioid Response subgrantees and the BHASO LIFTS network. This position assists in the strategic development of subgrantee budgets, acts as a subject matter expert, and provides technical assistance to subgrantees to ensure grantee compliance with SAMHSA, OMB (Office of ----Management and Budget) guidance, and other federal regulatory requirements for grant spending. -Assist in the development of subgrantee budgets and review for allowable expenditures.-Provide guidance and technical assistance to subgrantees to inform a strategic approach to subgrantee budget development, tracking, and reporting to ensure accuracy, compliance, and quality of work products.-Upon award, assist in facilitating responses to budget revisions requested in the notice of award through collaboration with the SOR Project Director, the BHA grants team, and SOR subgrantees.-Maintains and updates existing tools and resources pertaining to monitoring grantee spending.-Identify and implement opportunities to streamline or improve the grantee expenditures for allowable expenses.-Collaborate with the SOR Data Coordinator to ensure that subgrantees are completing and submitting deliverables in a timely manner to ensure grant compliance and in accordance with subgrantees' individualized statement of works.-Develop and maintain subject matter expertise regarding federal regulations and State Opioid Response grant-specific requirements. Subject Matter Expertise and Technical Assistance. This position is tasked with providing subject matter expertise to internal and external stakeholders and subgrantees. Subject matter expertise includes a range of opioid and stimulant misuse/abuse-related services, including harm reduction, treatment, medications for opioid use, recovery, provider education, and overdose response. - Provide ongoing subject matter expertise and technical assistance to SOR subgrantees to facilitate effective programming to combat opioid and stimulant misuse and abuse. -Regularly conduct virtual or in-person meetings with SOR subgrantees to ensure that programs and projects are utilizing best practices to facilitate their scope of work outlined in their individualized statement of works. -Work collaboratively to ensure subgrantee deliverables are met, and internal processes are completed related to the management of SOR funds, utilizing best practices and/or evidence-based practices. -Complete technical SME assistance guidance in accordance with varying deadlines, including federal grant deadlines, contracting deadlines, and deliverable deadlines. -Provide or facilitate opioid overdose recognition and response training (including naloxone intranasal administration) to subgrantees when requested by subgrantees.
