DISTINGUISHING JOB CHARACTERISTICS - Under administrative direction (Chief of Police) responsible for the administration and management of a full-service jail facility, exercising sound judgment under stressful situations. Supervise Assistant Jail Administrator and Corrections Officer(s) in performance of job duties and responsibilities; maintaining security within the Zanesville City Jail. Required Bureau of Adult Detention training with up-to-date certifications on file. Responsible for prisoners in accordance with jail policy, procedures, and standards. ESSENTIAL DUTIES AND RESPONSIBILITIES - To perform this job successfully, an individual must be able to satisfactorily perform each essential duty listed below. Ensure compliance with all Federal, State, County, and local laws and ordinances pertaining to jail operations. Review and evaluate staff performance; assist in establishing goals and objectives. Handle personnel grievances; maintain authority to issue verbal and written reprimands; recommend suspensions to the Chief of Police. Monitor visits from attorneys, health professionals, clergy, family, friends and others to ensure all visits are conducted in accordance with security procedures. Handle difficult and sensitive situations involving jail personnel, inmates, civilians, etc. (i.e. personal issues that affect the operation of the jail, special needs of inmates because of extenuating circumstances, special requests by outside agencies, etc.). Ensure that all newly hired Corrections Officers attend the State 132-hour Correction Academy within one year of hire. Schedule training/updates for Corrections Officers on yearly basis and in compliance with state training requirements. Stay knowledgeable of the functions and operations of all jail equipment, inspecting the jail equipment on a regular basis. Ensure the jail operates in a smooth and well-maintained fashion. Schedule all jail inspections as requested by Bureau of Adult Detention. Maintain all jail records. Prepare/submit required statistical reports to the Chief of Police. Oversee accounting procedures including the issuance and completion of purchasing orders. Review invoices, receipt of deposits, and procedures of recording funds; monitor all financial reports from the general ledgers. Monitor release of inmates from jail as authorized. Investigate jail incidents and complaints. Manage and oversee inmate discipline in accordance with jail standards and due process requirements. Maintain a record of all jail staff wages, sick times, holidays, vacations, personal time, compensatory time, trade days, and unexcused absences and tardiness. Responsible for planning all jail construction projects; prepare “requests for proposals” as necessary to bid purchase items and services. Confidentiality with inmate booking and arrest information, social security numbers, medical and psychological screenings, and arrest records. WORKING CONDITIONS - Good working conditions but with continued exposure to incarcerated inmates and exposure to life threatening or other dangerous situations and extreme stress.
