Maintenance Supervisors at the Portland Bureau of Transportation (PBOT) work within Maintenance Operations, overseeing field crews performing a wide range of construction and asset-management activities. This recruitment is for one (1) Supervisor position in the Environmental Systems Division, serving as the Sewer Repair Supervisor. The person in this role is designated as an essential employee and participates in the bureau’s 24-hour response team. This may require after-hours, evening, weekend, and holiday emergency response. What you’ll get to do: Supervise and evaluate field crews, ensuring safe, high-quality work is performed. The supervisor is responsible for ensuring the safety of their staff and the public associated with Wastewater/ Stormwater (Sewer) Repair Dig Projects. Plan, coordinate, and communicate work with stakeholders, partner bureaus, utilities, the public, and others working in the right-of-way. Manage resources—labor, materials, equipment, and schedules—to meet program targets, maintain efficiency, and fiscal responsibility. Use computer-based maps and software tools to plan work, review assets, to document, and support operational decisions. Lead emergency response efforts during severe weather events and other urgent situations. Support continuous improvement in field and office operations, including adopting paperless systems and enhancing safety and efficiency. Provide subject-matter expertise and participate in meetings to plan projects, discuss equipment needs, and improve processes. Conduct field visits to monitor safety, work quality, and crew performance. Complete administrative responsibilities, including payroll, performance management, training, and staff development. To Qualify
The following minimum qualifications are required for this position:Ability to lead teams in the construction, maintenance, repair, and/or operation of municipal public work utilities or a similar field. Knowledge and experience with safety practices and equipment utilized in the construction, maintenance, repair, and/or operations in a municipal public works utility or related field, such as lineal pipeline repairs, catch basins, trench excavation and shoring safety, as well as confined space entry. Skilled in supervisory techniques such as fostering performance, service-oriented work environment; coaching for performance improvement and development; recommending disciplinary action. Experience with strong business communication skills, such as the ability to prepare clear and concise written materials, use general office software, and work with City-specific systems for records, reports, spreadsheets, work orders and correspondence. Experience planning, organizing, and allocating both short- and long-term construction work for maintenance crews or similar teams. Experience collaborating with multiple stakeholders such as homeowners, contractors, outside agencies and internal working partners. Applicant must also possess:A valid state driver's license and acceptable driving record at time of hire. Passing pre-employment drug test at time of hire. Although not required, you may have one or more of the following:Assess, plan, and organize sewer repair projects such as experience working in the maintenance, sewer repair, liner, maintenance holes, storm conveyance systems, excavation/shoring. Experience in the use of Asset Management software such as INFOR(Hansen), MAXIMO and GIS Mapping Systems.
