Perform inspection, investigation, and enforcement work to ensure compliance with licensing and other consumer protection ordinances and laws. This position will be focused on after-hours activity, events, and licenses. Flexible schedule with the majority of the time being centered on weekends, evenings, and late night. Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas
Job Duties and Responsibilities
- Review and analyze all applications for business licenses in the City of Minneapolis to determine eligibility for license based on applicable City ordinances. - Provide information on all license ordinances to Council Members, business applicants, residents and community organizations. - Receive, investigate and research complaints against all licensed businesses. Recommend appropriate action against licensees who have violated City Ordinances. Follow through on all decisions, including writing warning letters, hearing notices and drafting complaints. - Assist with disciplinary hearings for licensees when ordinance violations are found. - Issue citations for unlicensed business activity, following through with all court actions. - Write application, information packets, booklets and instruction materials for distribution on license requirements and consumer protection laws. - Prepare and prove claims against performance bonds, submitting claims to bonding companies and following through on behalf of Minneapolis residents. - Coordinate a team of City Officials to review and regulate numerous civic events and festivals. - Research, draft, create and present new City ordinances and amend existing ordinances. - Prepare and present adverse license action to the Public Safety and Regulatory Services Committee of the City Council. - Prepare and present criminal cases for prosecution (consumer fraud, nuisance properties) and testify in criminal and civil proceedings. Provide education and issue administrative citations for unlicensed business activity, following through with all appropriate actions. Working Conditions: Office and fieldwork
Required Qualifications
Minimum Education. Bachelor's Degree in Education, Urban Affairs, Business Administration or a closely related field with coursework concentration in Public Affairs or equivalent. Minimum Experience. Three years experience professional level experience in work related to Consumer Protection, Code Enforcement, Law Enforcement or Government Administration. Licenses/ Certifications. Valid Driver's License. Equivalency. An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
