ADMINISTRATIVE ANALYST (Non-exempt)Administrative Analyst Salary - $40.8830 - $54.7871 hourly ($85,036.64 - $113,957.17 annually)M–Th 7 am-6 pm (4 x 10 work week); Holidays & Special Events attendance required. Summary/ Objective. Under supervision of the Community Engagement and Communications Director, performs complex administrative, financial, statistical, systems and other management analysis in support of City wide activities, functions and programs. The ideal candidate should have excellent organizational skills, strong communication abilities, and a passion for marketing and digital media. The Administrative Analyst performs complex and difficult analytical work and staff support within the Community Engagement and Communications department. Assignments will vary. The incumbent will address City wide issues, attend to the needs of the City Council, and typically perform under conditions requiring a very high degree of sound independent judgment, initiative and the need to effectively handle multiple deadlines and changing priorities.

Reasonable accommodations may be made to enable individuals with disabilities to perform the following essential functions:Provide administrative support to the Community Engagement and Communications department, including managing calendars, scheduling meetings, and handling correspondence. Answers, screens and routes calls; greets, informs and directs visitors; communicates information and instructions as an agent of the City Manager or City Council. Responds to complaints from residents, businesses or the public; refers complaints to appropriate staff and/or problem solves and takes action to resolve complaints. Applies a variety of database, spreadsheet, word processing and graphics software programs to maintain and organize information for various department reports. Composes letters, correspondence, memos and reports from brief oral instructions; types, formats, edits, revises, proofreads and prints multiple types of documents including agreements, contracts, agenda’s, ordinances, resolutions, etc. Maintains an organized filing system for documents, records, and marketing materials. Conducts research to gather data, along with collaborating with various departments to gather information, to use as support in preparation of reports and presentations. Maintains the City Council group calendar; prepares travel requests, arranges for Councilmember travel; assists with coordination of Council events and meetings. Coordinates with external vendors for procurement and office supply management, ensuring timely delivery of office supplies or services. Coordinates projects and activities across City departments. Assists in the coordination and preparation of City special events including logistics, marketing materials and participant registration. Assists with development and organization of City special projects including the Community Garden and Estudillo Mansion reservation programs. Assists in managing the City HARP community outreach program; includes identifying grant opportunities and preparing applications, generating reports and statistics, managing contacts, planning resource events and business outreach activities. May assists in the designing and producing of technical information handouts including community outreach, ancillary marketing and City publications. Plans, organizes, or conducts complex administrative studies relating to citywide issues and/or programs. Analyzes alternatives, prepares reports of study conclusions, discusses findings with management staff and makes recommendations. Assists in development of legislative platform and monitors implementation. Assists in creating and maintaining partnerships with local organization, agencies, groups, boards, commissions and vendors as required by project assignment. Confers with representatives of other agencies, committee groups, boards, commissions, and vendors as required by project assignments. May represent the City in inter-agency, community and professional meetings. Contributes to brainstorming sessions and provides creative input for marketing campaigns, initiatives and media outlets to enhance marketing efforts. Assists in monitoring and analyzing social media metrics to measure the effectiveness of campaigns and make data-driven recommendations for improvement. Provides technical support and troubleshoots issues related to social media platforms and digital marketing tools. May assist with managing the City's website contents and layout, ensuring content is accurate and up-to-dates. May assist with the development of engaging content for social media platforms such as Facebook, Twitter, Instagram, and LinkedIn. May assist with develop and implementation of social media campaigns to promote City programs, initiatives, and events. May assist with the preparation of the Community Engagement and Communications department annual budget. Typical Qualifications
Qualification Guidelines. Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Education A Bachelor's degree in Public Administration, Urban Planning Business Administration, or a closely related field from an accredited College or University. Experience Three years of experience comparable to the Administrative Analyst. Desirable Bilingual in Spanish is highly desirable. One (1) year of experience in municipal government with a focus on digital marketing using Adobe and Canva software programs and a strong comfort level with all social media platforms. Condition of Employment. Must possess and maintain a valid California Driver’s License and maintain a clean driving record for insurability through the City of San Jacinto. Failure to maintain license/insurability will result in disciplinary procedures including suspension without pay, demotion, and/or termination without Administrative or Judicial appeal.

Work Authorization/ Security Clearance Must complete post-offer/pre-employment Department of Justice finger printing and background screening. Work authorization as required by the U.S. Citizenship and Immigration Services is mandatory within three business days of hire.
