Employment Opportunity The City of Hilliard is looking for an HR Innovator to join our Human Resources Team! The successful candidate would need to be tech-savvy, adaptable, and customer service-focused. They would have a heart for service, find value in teamwork, and have a drive for excellence. Under general supervision of the Chief People Officer/ Human Resources Director, provides a broad range of Human Resources services and is responsible for providing human resource assistance, service, and guidance, to various City departments. Essential Functions of Work Assists the Human Resources Director with program administration, coordinating services and programs, preparing correspondence and reports, and maintaining records and files. Administers the City’s benefits programs; acts as liaison between employee and Third-Party Administrator (TPA) or insurance provider to resolve benefit-related inquiries. Receives and processes Workers’ Compensation claims; ensures that claim forms are properly and accurately completed; facilitates the flow of paperwork between the City and the City’s Third-Party Administrator; monitors and tracks the status of Workers’ Compensation claims by maintaining regular contact with the City’s TPA; maintains contact with employees regarding the status of their claims. Tracks work-related injuries and submits the PERRP report annually. Coordinates pre-employment assessments, including background checks, fingerprinting, drug screens, and physicals. Assists the Human Resources Director in coordinating the City's random drug screen program. Coordinates the recruitment and selection process; places recruitment announcements on City website and external websites; responds to inquiries from prospective candidates; screens applications and coordinates the flow of applications to respective hiring supervisors; monitors status of interviews conducted by hiring supervisors; receives notification from hiring supervisors regarding the selection of preferred candidates; responds to inquiries from candidates regarding status in selection process; provides notification to non-selected candidates. Coordinates orientation process for new part-time and seasonal employees; meets with new part-time and seasonal employees on their first day of employment to provide information regarding key policies, processes, procedures, rules, and regulations; facilitates accurate completion of required forms; and enters data into employee management software. Assist in creating and coordinating employee appreciation events. Serves as a member of the Wellness Committee and assists Human Resources Generalist with wellness programming and events. Provides training on general human resources topics and human resources software. Collects data, devises correspondence, completes forms, and assists in the preparation of professional reports associated with the Human Resources operations. Completes mandatory federal and state EEO reporting and other mandatory reporting requirements. Maintains personnel files in compliance with applicable legal requirements. Responds to public records requests. Performs other duties as assigned. Knowledge, Skills, and Abilities. Knowledge of federal and state laws and guidelines governing fair employment practices. Knowledge of English usage, grammar, spelling, and punctuation; general knowledge of administrative practices and principles. Ability to establish and maintain effective working relationships with others. Ability to identify problems, analyze information and recommend solutions. Ability to organize work, set priorities, meet critical deadlines, and follow up on assignments with a minimum of discretion. Ability to communicate effectively with staff and the general public. Working knowledge of computer software programs. Knowledge of public records law (Ohio's Sunshine Law). Ability to operate most standard office equipment. Ability to use discretion, initiative, and independent judgment within established guidelines. High level of interpersonal skills to handle sensitive situations and confidential documentation. Attention to detail in composing, typing, and proofing materials, establishing priorities, and meeting deadlines. Excellent spelling, grammar, and written communication skills. Excellent telephone and oral communication skills. Ability to maintain a high level of confidentiality. Typical Qualifications Associate’s Degree in Human Resources, Business Management, or other relevant field (Bachelor’s Degree in Human Resources, Business Administration, or other relevant field preferred) and some Human Resources experience, or any equivalent combination of education and experience. Knowledge of Human Resource principles, practices, and procedures;Basic knowledge of FLSA, minor labor laws and EEOC guidance on background and criminal checks. Proficient in the use of Microsoft Word, Excel, and PowerPoint. Supplemental Information Physical Requirements. Ability to operate standard office equipment in the performance of essential functions (e.g. copier, fax, personal computer, telephone). Ability to occasionally lift and move objects weighing 10 – 20 lbs. Ability to move objects weighing above 20 lbs. with the help of equipment/devices.
