This position is located in the Traffic Services Division of the Public Works Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The primary purpose of this position is to design and supervise major engineering and/or capital improvement projects. The employee is responsible for planning, supervising, and managing all project-related activities of an assigned engineering staff. The knowledge and skills required to efficiently and effectively apply engineering principles and practices to public works projects must be acquired prior to assuming the position. Essential job functions include: developing and preparing engineering plans and specifications; developing design requirements; overseeing staff activities; assessing current and completed engineering projects; and performing related duties as required. The employee must also prepare and administer work activity budgets; compile staff reports; and analyze complex engineering studies submitted by private consultants. This classification provides specialized or project-based administrative and supervisory direction to entry and mid-level Civil Engineers, consultants, and other engineering-support staff. Supervision is received from an administrative superior, usually a Civil Engineer IV or Civil Engineer V. VETERANS PREFERENCE - Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD 214 or NGB Form 22) prior to the closing date of the vacancy announcement. JOB REQUIREMENTS Knowledge of the principles and practices of civil engineering. Skill in planning and supervising the development and construction of public works projects. Skill in interpreting, explaining, and clarifying regulations regarding public and private construction. Skill in ensuring that engineering projects and plans comply with all applicable regulations and guidelines. Skill in designing public works engineering projects. Skill in analyzing data. Skill in verbal and written communication. Skill in supervising. Skill in providing technical assistance to professional and non-professional employees. Skill in establishing and maintaining effective working relationships. Ability to make work-related decisions. Possession of a Professional Engineer’s License (Oklahoma). Possession of a valid Driver License (Operator). NOTE: Professional Engineer’s License must be issued by the State of Oklahoma or a state having reciprocity with the State of Oklahoma. PREFERRED QUALIFICATIONS - Minimum of five (5) years of civil engineering experience, including at least three (3) years of experience in traffic engineering or a transportation-related field. Skill in using traffic signal timing and modeling applications such as Synchro, Sim. Traffic, TEAPAC or similar programs. Skill in using central transportation management applicants such as ATMS.now, Centracs Mobility, or similar programs. Skill in performing traffic control warrant analyses and preparing technical reports including, but not limited to traffic impact studies. Proficiency in using software packages such as Microsoft Excel and Word.
