Of Classification:The purpose of this classification is to develop and implement the City’s comprehensive land use plan, to administer zoning codes and ordinances, to provide planning and zoning advice and guidance to City leaders, and to supervise assigned staff. Example of Duties Essential Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control, including approving vacation and sick leave; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines, as appropriate; assists with or completes employee performance appraisals; recommends disciplinary actions, discharge and salary increases; acts as a liaison between employees and department director; and trains staff in operations, policies, and procedures. Organizes, prioritizes, and assigns work: prioritizes work activities to meet objectives; ensures subordinates have the proper resources needed to complete assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to City administrators, elected officials, Planning Commission, and related boards/commissions, as requested. Develops and prepares the City’s Comprehensive Land Use Plan: researches and analyzes statistical, mapping and tax data to determine past and current growth patterns; prepares reports detailing the same; updates Plan regularly to include changing conditions and ordinances; and communicates with regional and state committees and commissions regarding plan implementation and maintenance. Administers the City’s zoning and development ordinances: interprets, enforces and explains City zoning and development ordinances; provides technical analyses and information regarding zoning, land use, subdivision regulations, business licensees, building permits and other planning and development-related ordinances and issues; and conducts inspections, identifies code violations and issues notices, and performs related code enforcement activities. Administers and coordinates the review of land use reports for rezoning and land use change applications: reviews applications; meets with applicants to discuss code and procedural requirements for project applications, variance requests or special permits; identifies non-compliance issues and needed changes and/or modifications; provides technical review of applications to assess and evaluate compliance with zoning ordinances, land use plans and goals, and regulatory requirements, as well as potential impacts and legal considerations; and prepares and submits related staff reports. Develops and administers budget for the division: forecasts funding needs for staffing, equipment, materials, and supplies; monitors expenditures to ensure compliance with approved budget; and prepares and submits financial records and documentation. Performs customer service functions for complex and escalated issues: conducts extensive research and review of planning, zoning, permitting, and enforcement issues and interactions with division personnel; provides information and documentation regarding division policies, procedures, fees, enforcement and related division activities; resolves problems and concerns; and maintains related documentation. Provides staff support to Planning Commission: creates and distributes agenda packets for meetings; attends meetings; provides information, direction, and technical advice regarding planning and zoning issues and concerns; develops, reviews, and presents related reports and recommendations; conducts special workshops and training; and represents the Planning Commission at various meetings and functions as needed. Provides guidance, support, and technical advice to senior management, City administrators, elected officials, City departments, and zoning and planning boards and committees regarding the Comprehensive Plan, land use and zoning amendments, and related issues; compiles data and information; and prepares, submits and presents related reports. Maintains a comprehensive, current knowledge of applicable laws/regulations, new trends, and advances in urban and regional planning: maintains membership in professional organizations; reads professional literature; and attends conferences, workshops, and training sessions as appropriate. Processes a variety of documentation associated with department operations, within designated timeframes and per established procedures: prepares, completes, receives, reviews, processes, forwards, or retains, as appropriate, various forms, reports, correspondence, invoices, payments, times sheets, leave requests, construction and site plans, permit applications, lot splits, variance requests, annual reports, staff reports, statistical information, agenda, exhibits and visual aids, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. Communicates with City administrators and elected officials, subordinates, other City employees, contractors, developers, business owners, board and commission members, the public, regional and state agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, receive/give advice and direction, or resolve problems. Operates various equipment as necessary to complete essential functions: operates a motor vehicle, measuring wheel, camera, and related inspection equipment; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment. Additional Functions:Assists with economic development activities as required. Performs other related duties as required. Qualifications Minimum Qualifications:Bachelor’s Degree in Urban Planning, Architecture, or a related field required; supplemented by seven years of progressively responsible experience in urban or regional planning, to include supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Specific Licenses or Certifications Required: Must possess and maintain a valid driver's license and be eligible for coverage on the City’s vehicle insurance plan. Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in the performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position. Performance Aptitudes:Data Utilization: Requires the ability to synthesize, hypothesize, and/or theorize concerning data involving modification of existing policies, strategies and/or methods to meet unique or unusual conditions. Requires the ability to do so within the context of existing organizational theories and management principles. Human Interaction: Requires the ability to function in a managerial capacity for a division or organizational unit; includes the ability to make decisions on procedural and technical levels. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations. Functional Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
