Rural Health Transformation (RHT) Compliance Management Analyst (MA 5/ DAIO) – Project 71114285 This is a project position funded through 10/30/2030. This position is a subject matter expert on the Rural Health Transformation (RHT) Grant and will serve as a compliance advisor on the federal regulations and administrative guidelines for the RHT program. The RHT Compliance Management Analyst will independently analyze, draft, plan and collaborate with internal and external groups to develop new work processes and tools in order to mitigate risks and ensure program compliance with RHT grant regulations. The successful candidate will have federal grants experience and a demonstrated ability and interest in adapting to new legislation and developing processes from scratch. All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes. About the unit:The Office of Regulatory Compliance & Oversight (ORCO) is part of the Division of Audit, Integrity, and Oversight (DAIO) within the Office of the Chief of Staff of the Health Care Authority. ORCO provides technical assistance, resources, and oversight functions of federal and state grants, subawards, and state Medicaid expenditures. ORCO is HCA’s centralized body to provide leadership, education, and support to all divisions of the agency at all employee levels to mitigate risks, comply with changing laws and assist the agency in accomplishing its goals directly related to subrecipient monitoring and sister state agency Medicaid oversight and compliance. About the position:The Rural Health Transformation (RHT) Compliance Management Analyst 5 position will provide expert level compliance expertise to all levels of the grant and subaward processes. They will also be able to provide compliance guidance on creating and managing subawards, holding state agencies, HCA staff, vendors, subcontractors, and subrecipients to Centers for Medicare and Medicaid Services (CMS) RHT requirements and reporting metrics and requirements. They will respond to and provide guidance on any findings received by the agency for the RHT program as well as provide guidance on any corrective actions resulting in noncompliance by subrecipients to the program. This position ensures agency risk and risk to the RHT program is managed through compliance with the state and federal laws, policy, rules, and regulations. This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location. Duties Some of what you will do:Serves as the agency subject matter expert on the Big Beautiful Bill Act of 2025, Section 71401, Rural Health Transformation (RHT) Program. Provides guidance on the intersection between 2 CFR 200, 2 CFR 300, and RHT programmatic guidance, regulations, and practices. Develops, maintains, and trains consistent processes for grants and subrecipient monitoring utilizing expertise on 2 CFR 200, 2 CFR 300, the Big Beautiful Bill Act of 2025, Section 71401. Leads cross-divisional problem-solving efforts to ensure compliance with RHT federal requirements, for HCA, and to ensure federal administrative funding is utilized in the most efficient manner. Independently create and produce visual performance and spend metrics for RHT grants and subawards to be presented to HCA leadership. Provides analysis and consultation to agency leadership and executives to recommend, implement, interpret, and influence laws, rules, policies, and procedures. Provides independent review of all subaward agreements, contracts, corrective action plans, interagency agreements, data share agreements, policies, procedures, and any other binding documents related to the RHT program. Evaluate the Federal Funding Accountability and Transparency Act (FFATA) regulations and current processes, interagency agreements, and subawards to conduct a gap analysis. Collaborate and facilitate meetings with the contracts and finance units within DSHS and DOH to brainstorm processes and best practices for ensuring accurate and complete data on all applicable subawards is collected and distributed to HCA in a consistent and easily reportable fashion. Attend state and federal meetings on grant and subrecipient compliance. Qualifications Required qualifications:Qualifying candidates will meet one of the following criteria options:Option 1: Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field and Five (5) years of experience in two or more of the following: Conducting research Analyzing policies, laws, rules, or regulations Conducting business analysis and developing requirements Leading business projects Managing business operations Application of government contracting and procurement laws and principles Implementation of government directives, initiatives and legislation Business policy development Option 2:Associate degree in business administration, public administration, law, public health, health administration, or a related field and Seven (7) years of experience in two or more of the following: Conducting research Analyzing policies, laws, rules, or regulations Conducting business analysis and developing requirements Leading business projects Managing business operations Application of government contracting and procurement laws and principles Implementation of government directives, initiatives and legislation Business policy development Option 3: Nine (9) years of experience in two or more of the following: Conducting research Analyzing policies, laws, rules, or regulations Conducting business analysis and developing requirements Leading business projects Managing business operations Application of government contracting and procurement laws and principles Implementation of government directives, initiatives and legislation Business policy development Required competencies:The ability to take action to learn and grow. The ability to take action to meet the needs of others. Preferred qualifications:Direct experience applying 2 CFR 200 to federal grants. Experience in maintaining collaborative partnerships with stakeholders, key leaders from other agencies, other jurisdictions, HCA programs, and work teams. Ability to work effectively in an adversarial environment. Experience in and an understanding of the organizational and political environment in order to decide the most critical need and the best use of staff and resources. Ability to lead, direct, and provide guidance to a diverse workgroup, building consensus in a high-pressure political environment. Grant management certification, CGMS or equivalent. Strong organizational knowledge including how high-performing organizations succeed; principles of administration; effective problem solving techniques; project management; and performance management discipline. Lean Six Sigma Green Belt Certification. Knowledge of the Health Care Authority organization, mission and goals. Familiarity with and an understanding of audit standards established by the U. S. Government Accountability Office (GAO) in the publication Government Auditing Standards (GAS).
