Essential Functions: Short-Term & Long-Range Planning: Assists in developing and administering short-term and long-range plans, policies, and procedures based on the goals and objectives of the Utilities and City. Including the development and management of short and long-term master plans to effectively address the emerging needs of the water and wastewater utilities. Regulatory Compliance Planning: Develops and implements integrated planning and compliance strategies to address current and emerging state and federal water and wastewater regulations and legislation, including the mitigation of emerging contaminants, to ensure regulatory compliance and uphold public health and environmental protection standards. Capital Projects: Manages capital improvement projects with a focus on regulatory compliance and process optimization, providing strategic oversight to ensure alignment with applicable standards throughout project planning, design, and implementation. Project Management & Oversight: Acts as a project manager or key team member int he execution and management of multi-million-dollar Capital Improvement Projects, including planning, design review, construction, and coordination with consultants and contractors. Process Optimization: Leads process optimization initiatives across water and wastewater treatment plants, as well as the water distribution and wastewater collection systems. Responsibilities include overseeing in-house studies, reviewing laboratory and operational data, evaluating hydraulic conditions and demand patterns, and approving technical memoranda to support data-driven decision making and operational improvements. Stakeholder Collaboration: Collaborates with key regional and State stakeholders, including the Colorado Department of Public Health and Environment (CDPHE),Environmental Protection Agency (EPA), North Front Range Water Quality Planning Association (NFRWQPA), Larimer County, Northern Water, and neighboring water and wastewater utilities to support regulatory compliance, resource planning, and regional coordination. Qualifications: Education: Required: 4 Year/ Bachelors Degree in Civil engineering, chemical engineering, environmental engineering, or closely related technical field. Experience: Required: 5 years comprehensive experience in the water and wastewater industry, with a strong focus on process evaluation, optimization, performance enhancement, regulatory compliance, and project management. Required: 3 years supervisory experience. An equivalent combination of education and or experience may substitute for education requirements on a year for year basis. Certifications: Coursework from AWWA, WEF, ASCE, or other professional organizations preferred. NIMS 100, 700, 300 and 400 courses required within 6 months of hire.
