The HR Operations & Compliance Specialist is responsible for supporting and improving human resources operations across employee relations, compliance, workforce administration, policy development, investigations, and operational process improvement. This role partners closely with leadership, recruiting, operations, client stakeholders, and field management to ensure consistent, compliant, and business-focused HR practices across a distributed workforce environment. This position serves as a key resource for employee relations guidance, policy interpretation, workplace investigations, disciplinary action management, and operational HR process design while balancing compliance obligations, workforce needs, and co-employment risk considerations within a staffing and client-site environment. Key Responsibilities Employee Relations & Compliance Conduct and document workplace investigations involving attendance, misconduct, safety violations, policy violations, drug and alcohol concerns, harassment complaints, and employee disputes. Draft and administer corrective actions including coaching documentation, written warnings, final warnings, performance improvement plans (PI - Ps), and terminations. Ensure consistent application of company policies, standards of conduct, attendance programs, and disciplinary frameworks. Provide guidance to managers and field leadership regarding employee relations concerns, risk mitigation, and escalation procedures. Support compliance with federal, state, and local employment laws including FMLA, ADA, wage and hour requirements, and leave administration considerations. Maintain strict confidentiality regarding employee records, investigations, medical information, and disciplinary matters. HR Operations & Process Improvement Develop, maintain, and improve HR policies, SOPs, forms, templates, and operational workflows. Design scalable HR tools and process documentation to improve consistency, compliance, and operational efficiency. Partner with HR leadership and operational stakeholders to streamline onboarding, offboarding, documentation, and workforce administration processes. Manage and maintain HR data integrity across systems including CRM (ATS), HRIS, and internal tracking tools. Create reporting tools, matrices, dashboards, and process documentation to support HR decision-making and operational visibility. Workforce & Client Support Serve as an HR liaison between internal leadership, recruiting teams, field employees, and client sites. Support co-employment compliance by maintaining appropriate HR ownership of policies, leave administration, and employment practices. Assist with workforce deployment coordination, travel policy administration, and field workforce communication initiatives. Provide operational HR support for large-scale field and project-based staffing environments. Partner with site leadership to address workforce concerns while maintaining compliance boundaries and company policy standards. Documentation & Communication Draft professional employee and manager communications regarding policy changes, investigations, expectations, and workplace procedures. Prepare detailed investigative summaries, compliance documentation, and audit-ready records. Create training materials, guidance documents, and process communications for managers and employees. Support implementation and communication of company-wide HR initiatives and policy rollouts. Qualifications 5 years in experience in HR operations, employee relations, compliance, staffing, workforce administration, or a related HR function. Strong understanding of employment law principles and HR compliance practices. Experience handling sensitive employee relations matters and workplace investigations. Ability to balance operational business needs with compliance and risk mitigation considerations. Strong written communication and documentation skills. Advanced organizational skills with ability to manage multiple priorities in fast-paced environments. Experience working with HRIS, ATS, CRM, case management systems, and Microsoft Office tools including Excel. Ability to exercise discretion, professionalism, and sound judgment in high-sensitivity situations. Preferred Experience Certifications in Human Resources such as SHRM or HRCI certificates Experience supporting staffing, contractor, or field workforce environments. Experience developing HR policies, SOPs, and process documentation. Experience working in highly regulated or safety-focused industries. Familiarity with corrective action frameworks, attendance programs, and compliance-driven documentation practices. Strong analytical and process improvement mindset.
