MPRB's Finance Department is hiring a Payroll Administrator who is responsible for advance-level technical work involving planning, organizing, and maintaining the payroll system for all MPRB employees. Provides timely and accurate preparation of payroll; audits, balances, and corrects computerized payroll system; and analyzes and resolves issues and errors. Interfaces and provides customer service support to employees and supervisors daily to resolve payroll issues. This work is accomplished by exhibiting cultural proficiency through meeting the needs and interests of diverse communities. Provide payroll services that meet the park and recreation needs of diverse communities and ensure race equity, gender inclusion and universal access. This position works extensively with PeopleSoft 9.2 Time and Labor program, as well as works daily with nine (9) union contracts. What You'll Do Performs under the general supervision of the Budget and Analysis Manager, and is responsible for, but not limited to, the following duties: Responsible to audit and verify payroll during and after processing to ensure accuracy of job data, hours, earnings, combination coding, and general deductions, leave accrual, payable time, and time entry into the computerized payroll system. Responsible to audit and verify benefits, general deductions, retroactive pay based on contract settlements, reimbursements or other lump sum payments or adjustments. Maintain confidentiality in work-related matters, as this position involves access to confidential information, including but not limited to, "labor relations information," as that phrase is defined in Minnesota Statutes Section 13.37. Create, verify and correct overtime amounts to match legal requirements of the Fair Labor Standards Act and union contract terms. Audit vacation and sick/safetime leave balances to ensure employees follow union contract language, City ordinance and Civil Service rules. Independently conduct research, perform complex calculations, analyze, and generate detailed and technical reports. Independently calculate complex adjustments involving, but not limited to, shift differentials, premium pay, back pay and severance pay. Assist MPRB in identifying and addressing the park and recreation needs of underserved and under-represented communities. What To Bring Need to Have:Bachelor's Degree from an accredited college or university with a major in Accounting, Finance, or closely related field or equivalent. Increasingly responsible experience in payroll accounting including performing advanced payroll transactions to ensure timely and accurate processing of payroll. Other experience including auditing, balancing, and correcting payroll documents, monitoring payroll time records, and producing other related reports for employees within a department at least three (3) years. --OR--Associate Degree in a Payroll, Accounting, or Finance. Increasingly responsible experience in payroll accounting including performing advanced payroll transactions to ensure timely and accurate processing of payroll. Other experience including auditing, balancing, and correcting payroll documents, monitoring payroll time records, and producing other related reports for employees within a department at least five (5) years. Nice to Have: Payroll Professional Certification (APA, CPP). Experience in public sector payroll. Experience in union environment. Experience with PeopleSoft Time and Labor Program. Skills Crucial to Success in This Role:Understanding of contemporary principles and best practices of payroll, benefits and personnel. Knowledge of collective bargaining agreements, and local, state and federal laws that impact employee payroll. Minnesota Government Data Practices Act and how it applies to payroll. Proficiency in general accounting principles, computerized payroll applications, tax laws, and other payroll related laws, codes, and regulations. Advanced ability to interpret, understand and make decisions independently when applying Civil Service Rules; collective bargaining agreements; and local, state, and federal laws in payroll processing and human resource transactions. Advanced knowledge of the Fair Labor Standards Act. Outstanding customer service principles and practices and standards for a diverse customer base. Union Status: Non-Represented
