About the Position We are hiring Fire Captains for the Saint Paul Fire Department. Here’s what you can expect to do:Perform first-line supervisory work over a fire company. Coordinate the inspection of a fire station and its equipment for maintenance and serviceability purposes. Determine the best strategy for positioning the company and location of apparatus to resolve an emergency. Supervise fire ground tactical operations until relieved by a superior officer. Position Requirements Candidates must meet one of the following:An Associate’s degree and five years of experience holding the certified title of Firefighter Trainee, Firefighter, Fire Training Assistant, EMS Coordinator, or Fire Equipment Operator in the Saint Paul Fire Department; OR - Six years of experience holding the certified title of Firefighter Trainee, Firefighter, Fire Training Assistant, EMS Coordinator, or Fire Equipment Operator in the Saint Paul Fire Department. In addition, the following requirements must be met:Successful completion of a Fire Officer I course, or equivalent, from an accredited technical institution by the application deadline. Successful completion of a recent Saint Paul Fire Officers Academy as specified by the Fire Department. The Academy will be accepted for the first exam and the next exam following Academy completion. This requirement must be completed by the application deadline. Completion of a journey level Firefighter apprenticeship program. Must have completed a Blue Card Incident Command certification program as approved by the Fire Department. The requirement must be completed by the application deadline. Must possess and maintain a valid Minnesota Class D Driver's License, or equivalent out-of-state driver's license. Continued employment is contingent upon maintaining a current:State of Minnesota Emergency Medical Technician or Paramedic certification. Firefighter license as required by the State of Minnesota. Yearly passing of an annual respirator certification, or other certifications, as required by the Occupational Safety and Health Administration (OSHA). Per Civil Service Rule 5. C - Candidates that have completed at least 30 semester credits from an accredited college or university will be allowed to participate in the exam process:CSR 5. C - Education. In any examination in which the applicant intends to fulfill the minimum requirements with an academic degree, applicants may be admitted to the examination if they are in their last school year prior to graduation at the required level in the required field; however, any such candidates who attain places on the resulting eligible list shall not be certified to any vacancy until they have graduated. Fire Ground Command Exercise: The Fire Ground Command Exercise will consist of a computer-aided simulation depicting multiple emergency situations which will require actions/responses from the candidate. Information may be presented to the candidate through a variety of media (pictorial, written, and/or auditory), and candidates will be able to view all sides of the structure in each simulation. Additional resources will arrive on scene at predetermined intervals. Candidates are expected to accomplish tactical objectives at the correct times and locations during the simulation. The test will be recorded and scored at the time of the exam. Scoring will be based primarily on Saint Paul Fire Department SOPs, and some scoring may be based on other information from the reading list. The two simulation exercises will take approximately 30 minutes. The candidate will be required to assume command and maintain command until relieved. Each simulation room will have a technician, role players, and evaluators. Candidates will not have a tactical worksheet and will not be allowed to bring any outside material into the simulation room. Candidates may use a blank piece of paper to help track companies and will not be used in determining the candidate's score. Blank paper, pencils, and pens will be provided All materials must remain in the simulation room after the exercise is complete. Items that are not communicated during the simulation will not receive credit. The Fire Ground Command exercise will take place the following dates: Thursday, June 25th and Friday, June 26th at SBM Fire Department, located at 11920 Ulysses St NE in Blaine, MN. Candidates will receive an exam notice to their City email account on June 12, 2026, with their date and time for this exercise. Uniform requirement is Firefighter Class B. Please arrive 15 minutes early to check-in. You must bring a valid photo I. D. for verification purposes. You may not bring any references or materials such as textbooks, manuals, computers, smartwatches, recording devices, or other electronic devices into the exam room. If you have a physical or mental impairment that substantially limits a major life activity, you may be eligible for accommodation in the testing process. GENERAL INFORMATION:Electronic Devices: Will not be permitted during the examination. Any such devices found in a candidate's possession after the examination begins, will result in candidate disqualification and disciplinary action. Exam Review: Will be conducted in accordance with Civil Service Rule 26, Grievance Procedures, Section III. B, Examinations. Promotion Only Job Posting: This posting is open to current City of Saint Paul employees who meet the Civil Service promotion rule, which includes two years certified service. The promotion eligible list is ranked. Those who pass the assessment will be placed on an eligible list for approximately six months. Promotion Final Selection Process: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Those who pass will be placed on an eligible list and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire based on civil service rules. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method. The Fire Chief will be conducting hiring interviews prior to selection for the position of Fire Captain.
