Skilled position involving the operation of vehicles equipped with hydraulic collection mechanisms. Uses manual and powered equipment to perform a variety of tasks related to solid waste management and the sanitation of grounds, parks, streets, and rights-of-way. Assists in the collection, transportation, and disposal of solid waste, including emptying containers and wheeled carts manually or with the use of a lifting mechanism. Examples Of Essential Duties Follow all safety procedures and use required Personal Protective Equipment. Respond to emergency situations for maintenance work as required. Operate sanitation vehicles and equipment safely, including refuse trucks and compaction systems. Perform cleaning and minor maintenance on sanitation vehicles, including washing hoppers and maintaining compaction blades. Conduct daily vehicle inspections and complete maintenance and safety reports. Repair or maintain public trash receptacles, containers, and related sanitation equipment. Remove dead animals and other debris from public rights-of-way. Pick up litter, debris, and spilled refuse along streets, parks, curbs, parking lots, and rights-of-way. Clear roadways of litter, debris, and obstructions as assigned. Collect residential and commercial solid waste manually or using automated or hydraulic lifting mechanisms. Identify and report hazardous or improper materials in waste containers, such as propane tanks, chemicals, and construction debris. Provide direction and customer service to the public at Recycling Center drop-off location(s) when staffing is needed. Maneuver and empty wheeled carts and waste containers; lift and carry bulk waste items weighing 50–100 lbs. Typical Qualifications Education, Training and Experience. Graduation from high school or completion of a GED is required. At least two (2) years’ experience in similar sanitation work is required. Experience with the Big Belly Clean portal and an understanding of the operation/collection of Big Belly containers. Licenses and Certificates. Possession of a valid Pennsylvania State Driver’s License is required. Possession of a Class B CDL preferred but not required. Forklift Certification required within 1 year of employment. Flagger Certification required. Knowledge, Skills and Abilities Knowledge of safe practices related to Public Works. Ability to operate a vehicle on private and public streets is required. Knowledge of hazards associated with handling residential and commercial solid waste. Knowledge of basic operation and safety procedures for refuse trucks and compaction mechanisms. Ability to interact courteously with the public. Ability to operate powered and non-powered equipment safely and efficiently. Positive interpersonal skills are required. Proven ability to respond quickly and effectively to emergency situations is required. Proven ability to read, write, speak, and comprehend English is required. Proven ability to work as part of a team and to collaborate successfully with others is required. Proven ability to adapt to new or changed situations and to show flexibility in making improvements in work processes and operations is required. Proven ability to exhibit customer-centered behaviors and to focus on customer needs is required. Proven ability to commit to excellence in service and to continuous improvement is required. Ability to operate a computer or tablet for routing and collection documentation. Knowledge of the City’s maintained trash/litter can route and locations. Environmental Conditions Indoors, environmentally controlled. Outdoors, exposed to inclement weather and extreme temperatures. Exposure to noise and pollution. Safety Equipment Used or Needed. Personal Protective Equipment such as hard hats, gloves, safety glasses, ear protection, rain gear, steel-toed safety shoes, rain boots, and respirators. Comments Requires standing outdoors for long periods. Works around motorized or moving equipment and machinery. Requires working long hours and must be available to handle emergency situations after hours, weekends, and holidays. Requires heavy manual lifting up to approximately 100 pounds to the level of a pickup bed. Requires the use of tools such as a screwdriver, pliers, wrenches, and other tools. Requires operation of light automotive vehicles and power-driven equipment including pickup trucks, dump trucks, and front-end loaders. Requires ability to work in all weather conditions. Technical aptitude, understanding waste disposal mechanisms, and operation of heavy commercial vehicles, are required. Knowledge, skills, and/or abilities assessment tests may be conducted as part of the position screening process.
