Breaks and removes surfaces of roads and related structures; digs, hauls, and loads and unloads spoils, sand, asphalt mixes and other materials; operates jack hammers, pavement breakers, concrete saws, spaders, tampers and a wide variety of hand and power tools related to road and bridge maintenance work; shovels, rakes, rolls and irons asphalt and sprays oil; sand seals surfaces; prepares for overlays; cleans up work sites upon completion of jobs. Installs, repairs, and replaces guardrails, culverts, storm drains, ditches, and other related structures; constructs and repairs curbs, gutters, and sidewalks; and installs and maintains fences. Performs snow removal and storm patrol work; removes driftwood and other debris from under bridges or culverts to maintain proper water flow; performs brush clearance, tree trimming and removal and weed control work using tractor mowers and hand tools and removes from within the right of way. Operates a variety of heavy and light construction equipment such as snow and ice removal equipment, Vac Con, excavator/masticator, dump trucks, water trucks, spray trucks, backhoes, rollers, graders, zippers, loaders, patch pots, and sweepers; hauls materials and transports vehicles and equipment to job sites using a variety of transportation methods and equipment. Fabricates, paints, and installs traffic control signs, legends, symbols, and devices in accordance with traffic and vehicle control codes and ordinances; removes and replaces signposts with shovels and/or post hole diggers and pours concrete to anchor posts; affixes signs to posts at proper height. Operates and maintains a specialized road striping vehicle to paint striping and reflective beads on roads in accordance with relevant codes and ordinances; loads truck tanks and loads truck with necessary equipment and supplies. Fabricates, maintains, and stocks signs and materials; fabricates or refurbishes signs as necessary; prepares stencils, spaces, and aligns stencils and paints road surface control legends; applies reflective, rumble and other raised pavement surface markings. Performs traffic monitoring and control, including the distribution of barricades, warning signs, safety cones and/or the flagging of vehicles. Inspects vehicles and performs minor maintenance; reports the need for major repairs and service; fuels and lubricates vehicles and related equipment; washes and cleans assigned vehicles. Observes safe work methods and safety practices related to the work; uses appropriate safety equipment; observes safe driving practices. Maintains basic records of daily work performed. Responds to emergency situations in off hours as required. Performs related duties as assigned. Minimum Qualifications Knowledge of:Techniques, materials, and equipment used in the construction and maintenance of roads and bridges, drainage structures, gutters, and public works projects. The operation, work methods, and limitations of heavy construction equipment used in road repair, maintenance, and construction. Methods, materials, tools and equipment used in road maintenance, repair, and construction. Operation and maintenance of vehicles, hand and power tools used in road and bridge construction and maintenance. Techniques and materials used in traffic control painting and signing operations. Provisions of the California Motor Vehicle Code related to traffic painting and signing operations and the State Uniform Sign Chart and Caltrans Traffic Manual, and the California Manual on Uniform Traffic Control Devices. Safe work methods and safety regulations pertaining to the work. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff. The structure and content of the English language to effectively perform the work. Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. Ability To:Safely and effectively use and operate vehicles and light equipment used in road construction such as trucks, rollers, loaders and backhoes and operate and maintain a variety of hand and power tools and equipment used in the work. Paint, fabricate, install, and maintain traffic control markings and signage. Properly place cones, barricades and warning devices and direct traffic flow at job sites. Perform heavy physical labor. Understand and follow oral and written instructions. Keep accurate records and prepare simple reports. Organize work, set priorities, meet critical deadlines and follow-up on assignments. Use tact, initiative, prudence and judgment within general policy and procedural guidelines. Effectively use computer systems, software applications relevant to work performed and modern business equipment to perform a variety of work tasks. Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. Education and Experience:Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:Equivalent to completion of the twelfth (12th) grade; and. Public Works Maintenance Worker I: Six (6) months of work experience as a laborer in construction or maintenance work. Public Works Maintenance Worker II: One (1) year of experience in the construction and maintenance of road related facilities, which may include traffic control field work, tree removal, snow removal, or road and/or bridge repair. Public Works Maintenance Worker III: Three (3) years of increasingly responsible experience in the construction and maintenance of road related facilities, which may include traffic control field work, tree removal, snow removal, or road and/or bridge repair. Certifications and Licenses:Must possess a valid US driver’s license upon date of application. Must obtain California driver’s license following hire date per California DMV regulations. Public Works Maintenance Worker I: Obtain and maintain a valid Class A driver’s license with air brake and tanker endorsements by the end of probationary period. Public Works Maintenance Worker II/ III: Possess and maintain a valid Class A driver’s license with air brake and tanker endorsements. Environmental Factors and Conditions/ Physical Requirements PHYSICAL DEMANDS - Mobility to work in the field; to sit, stand and walk on level, uneven or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; to operate varied hand and power tools and construction equipment and to operate a motor vehicle and visit various County sites. Strength and stamina to perform medium to heavy physical work; to lift, carry, push and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff. Vision to inspect and operate equipment. Fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity to operate and repair tools and equipment. Wear and use proper Personal Protective Equipment (PPE). WORKING CONDITIONS - Field work with exposure to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust and air contaminants. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. EQUIPMENT AND TOOLS UTILIZED - Standard equipment includes motor vehicle, personal computer and standard office equipment. Specialized equipment may include but is not limited to; hand and power tools, motorized heavy equipment, forklift, level, jack hammer, chain saw, brush chipper, blower, light tower, message board, sprayer, welder, cutting torch. Disaster Service Worker. All Butte County employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.
