The Work Unit:The purpose of the Contract Performance Monitoring Unit (CPMU), a unit within the Procurement and Contracts Section (PCS) is to implement and oversee the Financial Risk Management System (FRMS) and Contract Monitoring in the department. The unit serves to assist Division staff in contract performance monitoring activities and implementation of the standardized monitoring practices and procedures. The unit monitors LPH - As risk levels, conducts risk assessments and communicates information resulting from assessments and monitoring to Division staff to ensure contracts and purchase orders are monitored at an appropriate level. This unit resides in the Operations Division which provides the following departmental services: Internal Audit, Budget, Human Resources, Office of Legal and Regulatory Compliance, Accounting and Procurement and Contracts. The department currently consists of staff exceeding 1,200 employees whose activities are funded by monies from over 300 sources and amounting to over $450 million annually. What You Will Do:This position is staff authority over the oversight, implementation, and administration of the department’s standardized Contract Monitoring Program, as required by the department’s Contract Monitoring Policy 13.5 This position is responsible for implementing and overseeing a department-wide, standardized process for risk-based contract monitoring. As such, this position acts as a Departmental staff authority in the area of contract monitoring compliance. Duties include: implementation and evaluation of a contracting monitoring compliance program; providing technical assistance in the development of contract monitoring plans in conjunction with appropriate department staff (e.g., business unit, technical and project management staff, financial staff, purchasing and contracting staff). This position provides direction to programs regarding contractor performance and determining the appropriate escalation for non- compliance. This position conducts compliance reviews to ensure the program is adhered to by division monitoring staff. This position assesses need, determines the necessary support and produces guidance materials that align with the monitoring standards. Key Responsibilities:Air Enterprise Contract Monitor.
