Under the general direction of the Operations Supervisor, this position is responsible for a variety of manual labor tasks in the daily operation and maintenance of the Public Works Operations Division. The Operator is responsible for operating a variety of equipment in the construction, repair, maintenance, and replacement of City streets and alleys, public right-of-way, stormwater system infrastructure, and sidewalks. This position is also responsible for snow and ice control and other severe weather operations, and is involved with residential waste collection services and landfill operations. RELATIONSHIPS:Reports to: Operations Supervisor directly, and reports to the Assistant Operations Director – Infrastructure & Equipment or Assistant Operations Director – Solid Waste indirectly. Has regular work contact with Department, Division, and Office Heads, City employees, and the general public. Supervises: None Essential Duties ESSENTIAL DUTIES:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Assists in the preparation of subgrade, pavement cutting, and installation of asphalt in the construction and/or maintenance of streets. Assists in the preparation for and pouring of concrete for curb, storm water infrastructure, concrete street repair, and other miscellaneous concrete work. Assists with applying traffic marking paint and retro-reflective beads in the public right-of-way and on public property utilizing a “walk behind” line striper, pavement grinding equipment, and self-propelled painting equipment. Cleans, repairs, removes, and installs traffic signage and hardware in the public right-of-way or on public property utilizing manual or machine-assisted techniques. Assists in maintenance and repair of storm water infrastructure by “centering” pipe and/or pre-fabricated structures, pavement cutting, operating compacting equipment, carrying materials, and installing and adjusting access structures. Completes daily operations and maintenance at the City’s solid waste disposal sites. Responds to weather clean-up emergencies, i.e., snow and ice removal, tree debris removal, and flooding. Reports to supervisor any vehicle or equipment malfunction for repair as well as any damage to City facilities. Picks up leaves and yard waste as part of annual collection programs. Cleans streets with street sweeper. Collects trash, recyclables, and yard waste utilizing automated and manual collection vehicles. Performs locates on public infrastructure including street light, traffic signal, and fiber optic raceways, as well as storm sewer pipe. Maintains proper daily maintenance of equipment by checking fluid levels and washing vehicles. Reports to supervisor daily assignments as they are completed; reports on daily work activities and keeps necessary records. Responds to citizen inquiries or refers citizen to supervisor for response. Responds to basic citizen operations inquiries or refers citizen to proper supervision for response. Responds to emergency situations 24 hours a day, 365 days per year. Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices. Performs other special projects and other job duties as assigned or required during regular and non-business hours. All employees may be assigned by the City Manager or their designee to perform duties and assume responsibilities that are outside the scope of their work duties when the City Manager has declared a City disaster or the City Emergency Operations Center has been initiated. Minimum Position Requirements/ Qualifications MINIMUM EDUCATION AND PRIOR EXPERIENCE - The requirements listed below are necessary to perform the essential duties of the position. A high school diploma or equivalent is required. Possession of a valid state-issued Class “B” Commercial Driver’s License, or ability to obtain such license within one (1) year of hire. Minimum one (1) year experience in equipment operation, general construction, or applicable trade. A valid, state-issued driver’s license at time of hire is required. A combination of equivalent experience and/or education as determined by the Human Resources Office may be considered in lieu of minimum requirements. Abilities: Ability to compose routine correspondence and routine reports in a clear, concise, logical, and effective manner, utilizing proper grammar, spelling, punctuation, sentence structure, and tone. Ability to perform basic mathematical calculations, including the ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals, and to compute percentages. Ability to prepare and maintain accurate reports of daily assignments completed. Ability to work without direct supervision and within the boundaries of areas of responsibility. Ability to identify and report malfunctioning equipment and/or machinery. Ability to perform strenuous labor for extended periods of time under varying weather conditions, and to do so in a safe manner. Ability to read, comprehend, and follow technical specifications and plans. WORKING CONDITIONS AND PHYSICAL FACTORS:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee regularly works in an outdoor environment and will frequently be exposed to adverse weather conditions, including extreme heat and extreme cold, high winds, and wet/humid conditions. The employee will work near moving mechanical parts in precarious places; and is exposed to fumes or airborne particles, toxic or caustic chemicals, dust, and vibration. The noise level in the work environment is generally quiet to moderately noisy. This position exerts continuous physical effort, working with average and heavyweight materials, and frequently walks, stands, stoops, kneels, crouches, crawls for sustained periods of time. This position can exert up to 100 pounds of force by lifting, carrying, pushing or pulling objects. The employee is frequently required to see/observe, talk/speak and listen/hear; use their hands to finger, handle, feel or operate objects and equipment; repetitive arm, wrist, hand and eye movements are included. There is frequent twisting, reaching, wrist turning and grasping. The employee may be required to climb or balance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Hand-eye coordination is necessary to operate computers and various pieces of equipment. Employee is required to use cognitive ability to reason, analyze and verbalize thoughts and ideas. Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials or tasks. A regular, Monday – Friday, 40-hour work schedule is required for this position. Additionally, this position will respond to emergency situations twenty-four (24) hours a day, seven (7) days a week as needed.
