Provide supervision and direct licensed clinical and support staff in delivering high quality public health services working directly with medical director. Overseeing and providing direction for clinic programs and services. Working directly with medical director on clinic policies and procedures; ensure all clinic policies and procedures are in place to meet all state and federal requirements. Assist in staff development and training to support clinic programs and services. Assessing community needs and where program services can be improved to meet needs. Assure compliance with all grant and funding sources. Support budgeting process and management of program deliverables related to them. Engage with community, organizations, and health providers. Participate in health leadership team meetings. Coordinate with other programs and services not under the clinic supervision-ensure pollination. Support and provide input to emergency preparedness policies and procedures as indicated and appropriate. Assure compliance with Health Insurance Portability and Accountability Act (HIPPA), 340 b, title V, title X and all state and federal requirements as they relate to the clinic services provided are upheld. Knowledge of and ability to work in the Commonwealth of Pennsylvania National Electric Disease Surveillance system (NEDDS), Cure. MD (electronic health record system), and other systems as necessary. Essential Functions Provide direction to all clinic staff to ensure quality public health services. Interview and assists in the hiring of qualified staff. Work collaboratively with medical director on all clinic policies and procedures; oversees program specific policies and procedures. Provide support for and identifies training and skill development of all staff. Engage with state and local partners to ensure public health services are provided as indicated and defined Ensure laboratory compliance is maintained. Support proper compliance with vaccine storage and inventory. Provides evaluation of staff performance. Conduct regular clinic and program specific staff meetings, coordinating with bureau director. Monitor and ensure all necessary equipment to run the clinic is acquired and in good working order. Assist and provide the coordination of medical students, nurses or other rotation through the clinic. Ensure all HIPPA, 340 b, Title V, Title X and all local, state and federal requirements are upheld. Serve as compliance officer for HIPAAMaintain all policies and procedures related to compliance of above-mentioned requirements under function 2. Provide education and ensure competency of all bureau staff on HIPPA and other state, federal requirements. Work with all program managers and staff to ensure deliverables are met to ensure funding is accurately utilized and reported. Ensure all clinic response to emergencies and necessary policies and procedures are part of the bureau’s emergency response plans and kept current. Participate in health leadership meetings and goal setting for the bureau. Attend regular scheduled meetings with health leadership team. Collaborate with all programs to ensure cross pollination of services-promoting all services. Provide input and recommendations for any improvements or enhancements to programs and services. Participate in state calls and meetings as they relate to clinic and work being carried out. Participate and represent the health bureau in community events and serve on local coalitions, boards, committees, taskforces, or other engagement an appropriate to Public Health in our community. Other duties as assigned. Required Knowledge, Skills and Abilities Work requires managing and monitoring work performance of a department including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department. Final decisions regarding policy development and implementation are made and/or recommended. Interaction with others outside the organization requires exercising participative management skills that support team efforts and quality processes. The employee normally performs the duty assignments within broad parameters defined by general organizational requirements and accepted practices. End results determined effectiveness of job performance. Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. This job title does research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring budget/fiscal expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects or small organizational units) or responsibility for fiscal management of capital project(s). Excellent communication and organizational skills, and attention to detail. Ability to interact appropriately and effectively with a wide range of persons. Candidates should have strong critical thinking skills, excellent English language skills, including composition, grammar, and public speaking. Computer skills are necessary and should include the ability to access and navigate various databases and software programs following training. Flexibility, professionalism, managing multiple projects are valued attributes. Equally comfortable working individually and within a team environment that emphasizes interdisciplinary collaboration in a dynamic urban health department Minimum Acceptable Training and Experience Bachelor's degree in public health of equivalent. Master's degree in public health preferred. Licensed Registered Nurse (RN) by the Commonwealth of Pennsylvania Preferred. Experience in clinic management. Experience as a supervisor. Over five (5) years as a Clinical Nurse Supervisor Valid Class C driver’s license issued by the Commonwealth of Pennsylvania.
