The HR Analyst is responsible for providing complex support to the department and analyzing trends across HR operations. This position works closely with the HR Manager to carry out responsibilities in the following functional areas: Human Resources Information System (HRIS) data entry and analytics, workers’ compensation processing, benefits administration support, developing and interpreting policies and procedures, employee training & development, onboarding support, and employment law compliance. Essential Duties Performs activities associated with administration, maintenance and support of all HR systems. Maintains employee data, including processing change requests, ensuring all data is complete and consistent across all HR systems. Supports optimal performance of HR systems, including system implementation, configuration, integration, testing, reporting and data analytics. Maintains data integrity in systems by running reports and analyzing data. Collaborates with assigned project teams Assists with benefits enrollment, benefit file feeds from vendors, and the overall benefits program. Processes Workers’ Compensation (WC) claims online with carrier, attends meetings with adjusters, coordinates with injured workers, and communicates with departments regarding return-to-work status and post-accident testing. Ensures that billing from various vendors pertaining to HR functions are verified, approved, and sent through workflow for payment. Maintains accuracy, consistency, and compliance with applicable laws and policies within all assigned functional areas Handles confidential information with discretion and integrity. Updates job knowledge by participating in educational opportunities, reading professional publications and participating in professional organizations. In person attendance is an essential function of the job. Performs other duties as assigned Position Requirements QUALIFICATION REQUIREMENTS: Bachelor’s degree in Human Resources, Business Administration, or a related degree and two years of related Human Resources experience. Supplemental Information KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of personnel law and supervisory doctrines; county government; general office practices and procedures. Skill or ability to: Organize and prioritize work to meet deadlines; teach others; maintain records; use word processing, spreadsheet functions, email systems and web-based programs; read and understand instructions; analyze and interpret data; effectively communicate in writing and verbally; work independently in the absence of specific instructions; and establish and maintain effective working relationships with elected officials, department directors, County employees and the general public. PHYSICAL AND ENVIRONMENTAL REQUIREMENTS: Maintain the ability to occasionally stand, walk, kneel, and bend during the shift; Reach, grip and use fine dexterity; Push and pull objects; Occasionally flex upper trunk forward at the waist and partially at the knees; Occasionally lift and carry up to 20 pounds; Occasionally rotate upper trunk to the left or right while sitting or standing; place arms above, at or below shoulder height; Use of vision and depth perception; and Talking and hearing.
