Why It's a Great Opportunity:The Manager of Housing and Homelessness Services Division serves a key leadership role within Pierce County Human Services by overseeing supervisors and multidisciplinary teams responsible for homelessness response services, affordable housing initiatives, contract management, and compliance activities. This position provides strategic direction and operational leadership to ensure programs are aligned with County priorities, community needs, funding requirements, and evidence-based practices. The Manager supports the effective implementation of homeless housing interventions, affordable housing investments, and system performance goals while fostering accountability, collaboration, and continuous improvement across teams and contracted providers. This role requires a strong systems thinker who can navigate complex community challenges, build relationships across sectors, and drive forward innovative solutions to reduce homelessness and expand the affordable housing pipeline in Pierce County. The Manager regularly interfaces with service providers, local jurisdictions, healthcare and behavioral health partners, housing developers, and regional stakeholders to strengthen coordination and improve outcomes for residents experiencing housing instability. Through data-informed decision-making, strategic planning, and partnership development, the position helps advance a more equitable and responsive housing and homelessness system focused on prevention, housing stability, and long-term community impact. How to be Successful in the Role: The successful candidate will use a continuous quality improvement approach to managing services, be responsive to community needs, set strategic goals, and work collaboratively with a diverse group of staff, providers, and stakeholders. The Housing and Homeless Services Division Manager will report to the Human Services Deputy Director and serve as a member of the leadership team. The successful applicant can expect to plan and assign work independently after objectives, priorities, and deadlines have been defined. Your Future in this Role: You will lead and manage the Housing and Homeless Services division, create and improve programs, and plan, write, and carry out various plans, including the Comprehensive Plan to End Homelessness and parts of the Housing Action Strategy. You will be a trusted leader and partner, establishing strong relationships and authentic collaborations with a variety of stakeholders. Core Daily Responsibilities:Manage all activities of the Housing and Homeless Services division, including, but not limited to, program management, supervision of assigned employees, contract compliance, and budget management. Utilize sound business and financial acumen to develop innovative human services plans and strategies using relevant data, trends, and research to determine needs, allocate resources, and make recommendations. Measure performance and improve the quality of services of assigned programs. Ensure that service delivery and programs comply with applicable laws, policies, and funder requirements. Maximize the services and outcomes within budgetary constraints. Establish and maintain effective working relationships with County officials, funders, employees, and the public. Minimum Qualifications
Additional education or experience may substitute for the recruiting requirements. A resume and cover letter are required for this position. Applications without a resume and cover letter will not be considered. Bachelor’s degree in social work, public or business administration; and. Five (5) years of progressively responsible work experience that demonstrates the ability to perform the essential functions of the position; to include. Two (2) years in a managerial/supervisory role is required. Positions in specific program areas may require program-related experience, education and/or training.
