Field Operator II - Foster Coordinator

Under general supervision, recruits, orients, trains, supervises and manages all foster care volunteers for Baltimore County Animal Services. Manages the placement of shelter animals into appropriate foster homes. Assists in identifying specific foster volunteer positions, job descriptions, and qualifications. Reviews foster applications, interviews and screens potential fosters, and assists with determining appropriate animals to place with approved fosters. Coordinates and conducts orientation and training programs. Schedules foster animal appointments and return to shelter. Helps promote for adoption or rescue placement the animals being housed in foster care. Maintains and implements foster policies, procedures, application and manual. Assists with scheduling adoptable animals in foster care to attend adoption events through BCAS and outings in the community. Coordinates and ensures updated foster website information including foster application and material. Assists foster volunteers after hours with animal emergencies concerning their foster pets. Maintains a BCAS Foster Facebook page for communication and animal placement. Promotes Baltimore County Animal Services Foster Program with community groups, citizens, other agencies and other departments. Develops and maintains records of foster volunteers and pets fostered. Maintains an inventory of foster supplies. Plans and executes foster related events. EXAMPLES OF OTHER DUTIES - Assists shelter as needed in general animal husbandry, socialization of shelter animals, and providing public services, such as adoptions, animal intake, humane euthanasia, and other administrative duties. Cross-train with BCAS program coordinators to assist in duties. Provide emergency response services as needed. Qualifications Required Qualifications. Possession of a high school diploma or an appropriate high school equivalency. PLUS - Two years of experience in humane animal care and treatment. Preferred Experience:Experience coordinating and managing a program. Experience supervising, managing or leading employees or volunteers in work efforts and projects. Experience in open admission animal shelter. Knowledge, Skills, and Abilities (Entry Level)Supervisory and administrative skills. Skill in communicating with the public, fosters and co-workers, as well as with members of other agencies. Skill in creating and monitoring schedules and in drafting reports, records and correspondence. Skill in the use of computers and software packages. Ability to establish and maintain effective working relationships with fosters, shelter staff, and community. Ability to deal tactfully and collegially with people from diverse backgrounds and ideologies. Ability to communicate effectively – both orally and in writing. Ability to give presentations to groups. Ability to plan and implement foster related events. Ability to think strategically and solve problems. Ability to learn and follow County and departmental rules, regulations, policies, and procedures. Knowledge, Skills and Abilities (Full Performance)Knowledge of the principles and practice of public animal sheltering. Knowledge of animal shelter operations and animal control laws. Knowledge of County and departmental rules, regulations, policies, and procedures. Skill in supervision and coordination of the care of all foster volunteers. EXAMINATION PROCEDURE - Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
