Under limited direction, this position is responsible for management of the Legislative Division of Austin Governmental Relations (AGR). Duties, Functions and Responsibilities:Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned. Manages the Division staff and the development and implementation of the City’s legislative strategy and agenda; represents the City’s interest and positions before a wide variety of audiences. Monitors legislative activity; researches and analyzes public policy trends to assess their potential impact on the organization. Recommends policy positions; develops strategies and approaches on issues affecting the City, communicates and advocates for City priorities on key legislative issues, and acts as liaison between the City and other governmental agencies, public entities, or key stakeholders on issues of governmental relations. Provides updates and briefings, providing background information and materials for meeting, reports, testimony and correspondence. Responds to and resolves sensitive inquiries and complaints from both internal and external sources and provides solutions to complex problems and works to resolve difficult issues between involved parties including Council, City Executives, media and the general public. Monitors program budget and secures funding from various resources. Represents and provides assistance to AGR executive leadership as directed and as needed. Knowledge, Skills, and Abilities:Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed. Knowledge of legislative practices, procedures and organizational structures. Knowledge fiscal planning and budget preparation and monitoring. Knowledge of the principles and practices of public administration and public policy issues. Knowledge of pertinent Federal, State and Local laws, rules, and policies regarding local governmental operations. Knowledge of supervisory and managerial techniques and principles. Skill in planning, coordinating, and implementing programs and activities. Skill in handling multiple tasks and prioritizing. Skill in using computers and related software applications. Skill in legal analysis and impact. Skill in political acumen, with the ability to understand, evaluate, navigate, political conditions and organizational environments effectively and make appropriate recommendations. Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions and make appropriate recommendations. Ability to establish and maintain good working relationships with elected officials, and with other City and government agency employees, and the public, and maintain good judgement, tact, confidentiality and diplomacy as required. Ability to communicate clearly and effectively, both verbally and in writing. Ability to adapt and work with frequent interruptions and changes in priorities. Ability to give public presentations. Ability to exercise good judgment, tact and diplomacy in all public dealings. Ability to successfully articulate and advocate City interests at the local, state, and federal levels. Minimum Qualifications:Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business, Economics, Public Administration, Political Science, or related field, plus (4) four years of related experience, two (2) of which were in a leadership or management capacity. Licenses and Certifications Required:None. Preferred Qualifications:Demonstrated experience formulating and executing legislative strategies within constrained or accelerated timelines. Proven leadership experience overseeing staff in a fast-paced environment characterized by complex and evolving subject matter. Ability to rapidly reassess priorities and address urgent issues in a dynamic operational setting. Experience conveying complex or technical information in clear, concise, and easily understood terms for diverse audiences.
