This is skilled work with the responsibility to supervise the work of multiple public works crew members; prioritize and assigns work as necessary to complete projects assigned by division head; and oversees all activities at the work site. Incumbent must have significant job knowledge of the varied activities and handles routine assignments with little direct supervision. Crew Supervisors may be assigned to the following Divisions: Facilities Maintenance; Water Production; Solid Waste; Streets Maintenance; Stormwater Management; Water/ Sewer Field Operations. ESSENTIAL JOB FUNCTIONS (ILLUSTRATIVE ONLY) Supervises, directs, and evaluates assigned staff; addresses employee concerns and performance issues; coaches employees and documents performance. Trains staff in departmental operations, including proper work methods, procedures, policies, equipment use, and technical job functions. Collaborates with supervisor to receive work assignments, determine project methods, and prioritize and assign work based on resources and timelines. Oversees all activity at job sites to ensure work progresses on schedule; resolves delays and provides technical guidance as needed. Monitors and evaluates work in progress and completed work to ensure compliance with quality, cleanliness, safety, and customer service standards. Oversees proper operation and safe use of equipment and tools; trains staff on equipment use; coordinates maintenance and repair as needed. Serves as departmental representative within assigned area; coordinates with other departments, agencies, contractors, and responds to public inquiries and complaints. Completes and maintains required records and reports, including progress reports, HR documentation, incident reports, and property damage reports. Ensures compliance with all safety policies and OSHA regulations; establishes safe work zones; provides PPE; enforces safety procedures and conducts corrective actions. Coordinates and participates in monthly safety meetings and promotes a strong workplace safety culture. Monitors inventory of supplies, materials, and equipment; ensures availability of resources; requisitions replacements as needed. Participates in departmental projects and assists crews with manual and semi-skilled labor, including use of hand and motorized tools and material handling. Communicates regularly with management regarding work progress, issues, equipment concerns, and operational needs; completes all required documentation. Assists work crews as needed to support completion of maintenance and operational tasks. Performs other related duties as assigned. Effectively communicates with supervisor, employees, other departments, contractors, engineers, utility companies, vendors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Five (5) years of previous experience including Public Works operations. Possession of an associate or bachelor’s degree in business administration, computer science, engineering, public administration or a closely related field may substitute for two (2) years of experience. Must obtain the following certifications within nine (9) months of hire:30-Hour OSHA General Industry Card, and 15-Hour OSHA Disaster Industry Card, and. Must possess and maintain a Lock Out and Tag Out Certification. Must complete a minimum of forty (40) hours of supervisory training within twelve (12) months of hire. SPECIAL REQUIREMENTS Must possess a valid Florida driver's license with acceptable driving record (non-commercial class "E" or Commercial driver's license class "B") depending on assignment or have ability to obtain as required by hiring supervisor. May be subject to emergency call out as required to support Division emergency operations. This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City’s current Drugs and Alcohol policy. During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members. The Incident Commander and the employee’s department Head will make the determination as to who will be required to work. PHYSICAL REQUIREMENTS - The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Requires lift up to 50 pounds with assistance, and/or up to 25 pounds of force constantly to move objects. Sufficient physical strength and agility to perform manual tasks and work long hours outdoors, occasionally under adverse weather conditions. Additional physical abilities required:Speaking: Expressing or exchanging ideas by means of the spoken English word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely. Ability to communicate verbally both in person and over the phone. Standing: Particularly for sustained periods of time. Sitting: extended periods of time at a keyboard or workstation. Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles. Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Visual Acuity: Have visual acuity to operate motor vehicles, include close vision, distant vision, color vision, depth perception, and the ability to adjust focus. Must possess adequate sight capabilities to receive and give orders or directions in regard to work safety operations in the presence of moderate background noise. Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. Including ability to walk in uneven terrain and work in unimproved areas under construction during pipeline installation and maintenance tasks, including wet treches. Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized. Must be able to enter excavations and confined spaces. Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips. Grasping: Applying pressure to an object with the fingers and palm. Handling: Picking, holding, or otherwise working, primarily with the whole hand. Must be able to use hand and power tools required for performance of assigned duties. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound. Must possess adequate hearing sensory capabilities to receive and give orders or directions in regard to work safety operations in the presence of moderate background noise. Kneeling: Bending legs at knee to come to a rest on knee or knees. Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles. Mental Acuity: Ability to make rational decisions through sound logic and deductive processes. Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion. Reaching: Extending hand(s) and arm(s) in any direction. Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
