The Department of Military and Veterans Affairs (DMVA), Division of Homeland Security and Emergency Management (DHS&EM), Public Assistance Section, is recruiting for an Emergency Management Specialist 2 (EMS 2)! This position is in the General Government (GGU) bargaining unit at a range 16. This position is open to Alaska Residents only. Please check our Definition FAQ to determine if you qualify. What You Will Be Doing:As DHS&EM's new Emergency Management Specialist 2, you will play a pivotal role in coordinating and executing grant-funded disaster recovery programs statewide, leading disaster recovery operations for both state and federal emergencies. You will support the State Emergency Operations Center's Operations Section by managing resource requests and can be deployed to local communities during emergencies to oversee response and recovery efforts, ensuring effective communication and efficient management of recovery resources. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration. State employees are guests at Joint Base Elmendorf-Richardson; clearance and access are not within the State's control. Special Note: In addition, in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process, a background check investigation, including a criminal records check, will be conducted. Conviction of a crime will not automatically preclude appointment. Minimum Qualifications
One year of entry professional level experience mitigating against, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events. The required experience is met by service as an Emergency Management Specialist 1 with the State of Alaska, or the equivalent elsewhere. OR - Two years of entry professional level experience either creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or coordinating the recovery from such events. ORA bachelor's degree, in any field, from an accredited college;AND - One year of entry professional level experience either creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or coordinating the recovery from such events. Special Note:A valid Alaska driver's license is required. Some positions require the incumbent to obtain a federal security clearance. Work may require periodic, 24-hour on-call duty and travel to remote locations in small aircraft and boats, and may involve exposure to inherently hazardous or potentially dangerous environmental conditions.
