Communication: Communicate effectively with the public concerning operations and problems with traffic signals. Communicate and interact with the police department concerning traffic signal work and repairs. Manage assigned program activities: Direct technical staff engaged in testing, monitoring, diagnosing and repairing control room and field equipment. Oversee preventative maintenance (PM) operations and ensure PM schedules are met. Oversee troubleshooting, repairs, testing and failure assessments. Manage regional ITS and lighting and communications systems: Serve as voting member of the Change Control Board which oversees all changes made to field devices. Maintain field device configurations. Facilitate continued improvement and upgrades throughout the ITS and lighting and communications systems (i.e. fiber optic and wireless) at TOC and field device locations. Develop and implement contingency plans in the event of system or equipment failure. Oversee regional design and construction activities for ITS and Lighting: Develop design plans and device specifications to be installed by State Forces or contractors. Research new technologies and devices to components. Oversee equipment procurement process through coordination with project team or other means. Monitor contract compliance and resolve issues. Provide for the inspection of new installations. Preventative Maintenance Operations: Oversee preventative maintenance operations and ensure PM schedules are met. Oversee troubleshooting, repairs, testing and failure assessments. Direct technical staff involved in testing, monitoring, diagnosis and repair of control room and field equipment. Manage the scheduling for modifications and upgrades. Signalized Inventory Program: Manage the collection of all electronic components and assess the condition of these items. Analyze data collected to determine maintenance and upgrade needs. Vendor oversight: Work with contractors, consultants and equipment vendors. Administer technical support contracts for the design, installation, and maintenance of ITS and lighting devices. Review and approve invoices. Assist consultants and other VDOT staff to prepare specifications and design plans for new equipment. Review shop drawings and catalog cut sheets for compliance with VDOT specifications and standards. Develop scope of work and budgets for consultants and contractors. Ability to establish and maintain effective working relationships. Ability to manage electronic and information technology systems projects. Ability to supervise staff and programs. Comprehensive knowledge of engineering processes and system analysis. Demonstrated ability in critical thinking, problem solving and effective decision making. Demonstrated ability to apply systems engineering technical principles and practices to a variety of complex projects. Knowledge of basic principles and practices of data collection and transportation survey procedures. Knowledge of mathematics as applies to transportation studies. Knowledge of the design of computer hardware and software systems, telecommunications, and network configurations. Thorough knowledge of computer and communication technologies associated with transportation systems. Thorough knowledge of federal and state regulations and VDOT policies, procedures, and standards related to electrical and electronic devices, maintenance, troubleshooting and operations. Minimum Qualifications: Ability to effectively communicate technical information orally and in writing. Ability to establish and maintain effective working relationships with internal and external stakeholders. Experience applying federal and state regulations related to electrical and electronic devices, maintenance, troubleshooting and operations. Experience in the areas of electrical and electronic systems analysis and maintenance. Experience maintaining detailed and accurate records. Experience supervising staff and programs to include the ability to plan, coordinate and prioritize multiple assignments and competing priorities. Knowledge of the design of computer hardware and software systems, telecommunications and network configurations. Valid driver's license.
