Reporting to the Deputy Director of Human Resources, the Human Resources Analyst I provides professional and analytical support for the City's employee benefits, wellness, budget, compensation, and risk management programs. The position administers employee benefit programs, maintains and audits HRIS data, conducts research and analysis, prepares reports and recommendations, supports regulatory compliance, and assists with program evaluation and continuous improvement efforts. The Human Resources Analyst I serves as a resource to employees and departments regarding benefits and related programs while ensuring accurate records, effective service delivery, and compliance with applicable laws, regulations, and City policies. Experience, Education, and Skills. Minimum Requirements. Bachelor's degree in Human Resources, Business Administration, Public Administration, Finance, Accounting, or a related field. Two (2) years of professional experience in human resources, benefits administration, HRIS administration, payroll, finance, risk management, or a related field. Possession of a valid driver’s license. Preferred. Experience working in a public-sector or municipal environment. Experience administering employee benefits, wellness, compensation, workers' compensation, or risk management programs. Experience using Human Resource Information Systems (HRIS), benefits administration systems, and reporting tools. Experience analyzing and interpreting data, preparing reports, and making recommendations based on findings. Professional certification such as: SHRM Certified Professional (SHRM-CP) or Professional in Human Resources (PHR)OR - Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,Knowledge, Skills and Abilities. Basic Compliance: Familiarity with basic employment laws including FLSA, FMLA, and COBRA. Compensation Basics: Understanding of standard salary structures and job market pricing concepts. Benefits Programs: Basic knowledge of standard health, dental, vision, and 401(k) plan mechanics. Excel Skills: Intermediate proficiency in Excel, including basic formulas, sorting, and data formatting. HRIS Navigation: Ability to accurately enter data and run standard reports within an HRIS platform. Customer Service: Strong interpersonal skills to answer employee benefits questions with empathy and clarity. Attention to Detail: High level of accuracy in data entry and verifying structural discrepancies. Confidentiality: Ability to handle sensitive medical data and private salary information with high discretion. Organization: Good time management skills to handle routine tasks and meet regular bi-weekly deadlines. Facility with Financial Data: Ability to analyze financial reports, create and communicate financial budgets, manage monthly financial outcomes. Essential Functions. Enrollment Assistance: Assists with the day-to-day administration of employee benefits and annual open enrollment. Data Collection: Gathers and organizes compensation data for regular participation in salary surveys and evaluates positions for compensation recommendations. Manage the city's pay plan details and ensures accurate information exists in the systems of record. Employee Inquiries: Acts as the first point of contact for routine employee inquiries regarding benefits and pay. Invoice and Budget Matching: Verifies monthly carrier invoices against HR records to check for billing accuracy. Cycle Administration: Helps distribute worksheets and compile data for annual merit and bonus reviews. Compliance Support: Assists in compiling basic reports and paperwork for ACA, EEO-1, and 5500 filings. File Management: Maintains accurate digital benefits folders and updates basic job description repositories. Wellness Support: Helps promote and distribute communication materials for company wellness events. Safety and Risk Support: Helps the Risk and Safety teams implement safety programs. General Project Management: Assists with process improvement and implementation programs to support ongoing employee engagement outcomes. Supervisory Responsibilities:Not provided.
