Marion County Health and Human services is seeking a qualified RN to coordinate, monitor, and evaluate Public Health Clinic services, this includes the provision of immunizations and STI screening & treatment, and Employee Infection Prevention Clinic Services. GENERAL STATEMENT OF DUTIES Coordinate and oversee special public health projects and services; develop, monitor, evaluate, and update the provision of specific public health nursing services; plan strategies to address community health concerns. SUPERVISION RECEIVED Work under the supervision of a manager or supervisor, who assigns work, establishes goals and reviews results obtained; may perform nursing duties as set forth in the medical standing orders established for a specialty area. SUPERVISION EXERCISED Supervision of other employees is not a responsibility of positions in this class; however, exercises lead direction over newly hired nurses and student nurses.
Typical Duties - Duties include, but are not limited to the following
Clinical Preventive Services Community Access, Collaboration, Promotion and Education: Plans, develops, coordinates, and implements a strong Immunization and Sexually Transmitted Infection (STI) health education and promotion system for Marion County in concert with the Clinical Preventive Services Program Manager, HSSS Supervisor, Health Educator, and public health staff. Researches best practice for immunization and STI services; recommends those practices for implementation. Attends continuing education opportunities to bring forth suggestions on clinical improvements in delivery of care models. Coordinates assessment of immunization and STI health education and promotion needs. Develops plans for ongoing health promotion and education and assures implementation and evaluation of those programs. Gathers data and completes reports. Assesses nursing and clerical staff training needs and provides/coordinates training in order to facilitate attainment of immunization and STI goals. Provides leadership and training to clinic staff. Assist with designated Public Health Modernization grant activities related to immunizations and STI. May hold ICS role of Clinic Coordinator at Point of Dispensing Clinics. Coordinate, Assess, Plan, Develop and Evaluate STI, Immunization and Employee Infection Prevention Clinic Services:Assist with the development and update of program policies and procedures. Participate in chart audits and assist in dissemination of results and plans for improvements. Assist with Clinical Preventive Services staff meetings including; setting the agenda, facilitating, tracking action items, and assuring that minutes are published. Assist in assuring that Immunization, Employee Infection, and STI Programs as well as Lab and Pharmacy standards meet the program elements set by the State. Assist in recertification processes of the PH Clinic site, pharmacy, lab, and collection of necessary documentation. Assure that clinic educational materials and resource information are accurate and current. Utilize assessment tools such as appointment schedule, productivity reports, ALERTIIS, Orpheus, OSHPL & lab reports, and EHR Reports to analyze trends and plan services. Act as lead in quality improvement activities; including developing and monitoring performance measures and annual plans. Participate in strategic planning process. Act as lead worker by training new staff, reviewing work, and by providing guidance and technical expertise for new and experienced nurses. Provide direct service to Immunization, Employee Infection Prevention, and STI clients at both outreach and Salem clinic locations:Perform Nursing assessments: measure vital signs, obtain medical and social histories, perform lab tests (including performing phlebotomy and processing urine specimens) as indicated, provides education, counseling and referrals. Administer medications and immunizations. Present educational materials at outreach events. Drive to outreach events. Triage walk-in clients and those phoning in with questions or requests for exam. Document accurately, completely, and in a timely manner. Review lab results and process appropriately. Complete accurate and timely documentation in charts, lab log, and medication inventory. Back up other clinic staff. Maintain inventory and ordering of medications; maintain documentation and information regarding suppliers and contact information. Tuberculosis (TB) Program Support. Helps provide backup support the TB team, as needed. Trained to the TB program, able to take a small caseload as needed. Drive to client community setting. Complete chart reviews. Other duties as assigned by your supervisor: May need to work outside of usual 8-5 schedule to attend community meetings or provide services. Participates in OHA required training, meetings and communications. Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100, 700 on-line or in-person training.
Requirements for the Position
EXPERIENCE AND TRAINING - Associate degree, or diploma, in nursing, and four years of experience as a nurse in a public health, social services, or community health setting; OR - Bachelor's degree in nursing, and two years of experience as a nurse in a public health, social services, or community health setting; OR - Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County. NECESSARY SPECIAL REQUIREMENTS - Possession of a current license to practice as a registered nurse in the State of Oregon at the time of appointment. Selected applicants will be required to provide college transcripts at interview. Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. Typical Work Schedule: 8:00 a.m. - 5:00 p.m. Monday through Friday, with flexibility depending upon the needs of the department and program. KNOWLEDGE, SKILLS, AND ABILITIES - Considerable knowledge of the practice of public health nursing; knowledge and considerable skill in the use of community resources in supporting provision of public health services; knowledge of systems development and utilization. Working knowledge of interprofessional relationships in the implementation of services. Skill and ability in interpersonal communications; development, analysis and evaluation of systems, and development of comprehensive reports; accept and abide by supervision received; act as technical resource to peers and others in the community; provide oversight and to coordinate programs, projects and/or services; recognize the needs and concerns of people, while maintaining constructive therapeutic relationships; clinic and service operations to improve the quality and/or delivery of client services. PHYSICAL REQUIREMENTS Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; climbs 1 flight of stairs; bends forward; stoops; reaches overhead; lifts, carries, pushes and/or pulls up to 30 lbs.; moves carts weighing up to 30 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; hears a normal level of speech; distinguishes colors and shades when performing lab tests; has the ability to complete blood pressure screening; may work in areas exposed noise and chemicals such as dispatch cleaner used in the clinic to disinfect exam rooms and lab
PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.
