The Deputy Assistant Director for Finance & Accounting works under the general direction of the Assistant Director. In conjunction with the Assistant Director, directs all financial services within the agency. Acts as Assistant Director in their absence. Provides executive leadership, especially as it relates to: staff succession planning, training and handling of human resource issues for employees under direct and indirect supervision. Build relationships and communicates effectively. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance. Job Duties: Responsible for planning, organizing and directing Financial Management Services (FMS) teams. Builds relationships and communicates effectively with internal/external stakeholders on the federal, state, and local levels, including industry groups regarding Arizona Revised Statutes, Code of Federal Regulations, Administrative Rules, and policies and procedures. Provide executive leadership, especially as it relates to: staff succession planning, training and handling of human resource issues for employees under direct and indirect supervision. Provides direction to the FMS team. Knowledge, Skills & Abilities (KSAs): Knowledge of: - Arizona Revised Statutes, as well as State and agency policies, rules, and regulations. The principles, concepts and current practices in government organizations. - Automated procurement and financial systems, such as AZ 360, the state accounting and human resources management system. - Microsoft, Google and general databases to assist in performing a variety of work products (e.g. analysis, presentations, calculations, tracking, etc.) - Methodologies for analysis, design, business modeling, and project management. Skill in/with: - Possesses a high level of technical expertise necessary to make program or policy-related decisions and strong analytical skills to interpret and research financial data. - Excellent oral and written communication skills to effectively communicate with other units/departments. - Developing and delivering presentations. In addition, produces quality written documents, such as: agency policies and procedures, memos, etc. - Sufficient to understand, retain, and interpret technical information, legal provisions, regulations, precedents, and general principles and concepts. - Planning, organizing and managing skills to oversee the work of a large professional staff with multiple managers that works toward common fiscal objectives. Ability to: - Direct and coordinate the work of others, by planning and controlling functions through subordinate supervisors within multiple FMS teams, as well as to coordinate financial matters with other FMS units and parts of ADOT. - Maintain the highest degree of integrity of the financial records and reports, and in personal interactions as part of this role. - Provide excellent customer service, by understanding and anticipating, the constituent and stakeholder concerns. - Coach and develop employees, including continuous improvement practices and principles. - Persuade, cooperate and coordinate with stakeholders ranging from state and local policy makers to members of the public. - Make determinations by interpreting and/or incorporating laws.
