The City of Fayetteville is currently recruiting for an IT Project Manager to plan, execute, and finalize projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The Project Manager will also define the project's objectives and oversee quality control throughout its life cycle. ESSENTIAL DUTIES & RESPONSIBILITIES Direct and manage project development from conceptual development through completion; identify and manage project dependencies and critical path. Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders; develop best practices and tools for project execution and management. Develop full-scale project plans and associated communication documents; estimate the resources and participants needed to achieve project goals; effectively communicate project expectations to team members and stakeholders in a timely and clear fashion; liaise with project stakeholders on an ongoing basis. Draft and submit budget proposals, and recommend subsequent budget changes vital to the success of the project; develop Requests for Proposals (RFP) for external services. Determine and assess need for additional staff and/or consultants and make the appropriate recommendations for recruitments if necessary during project cycle; negotiate with other department managers for the acquisition of required personnel from within the organization. Plan and schedule project timelines and milestones using appropriate tools; track project milestones and deliverables. Develop and deliver progress reports, proposals, requirements documentation, and presentations; determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas. Proactively manage changes in project scope, identify potential issues and risk, and devise contingency plans; define project success criteria and disseminate them to involved parties throughout project life cycle; conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements. Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work; delegate tasks and responsibilities to appropriate personnel; identify and resolve issues and conflicts within the project team; tracks and reports team hours and expenses on a weekly basis. MINIMUM QUALIFICATIONS Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Experience:Three years of IT and business experience in strategic planning, coordinating and supporting IT business processes, development, implementation and maintenance of systems, preferably across multiple hardware and software platforms. Training:Bachelor’s Degree in Project Management, Computer Science, Information Science, Management Information Systems, Engineering, Business Administration or a related field. LICENSING & CERTIFICATIONS: Required:None. Preferred:Project Management Professional (PMP), IT Information Library Version 3 (ITI - Lv 3), Six Sigma Certification. Please Note: Candidates selected for a position within the Information Technology Department will be required to successfully complete a Police Department and fingerprint based background check. SBI/ Fingerprinting Criminal History Record Check Requirement: To comply with Sessions Law 2025-16, applicants offered a position with the City may be subject to a criminal history record check of State and National Repositories of Criminal Histories conducted by the State Bureau of Investigation (SBI) in accordance with G. S. 143 B-1209.26. The City may consider the results of these criminal history record checks in its hiring decisions. From the time of closing, the selection process is anticipated to last approximately 4 - 6 weeks.
